The Republicans, on their part, expected strong gains but are delightfully surprised at the extent of their realizations. The President and his New Deal, to some extent, was the general issue in the national elections. Apparently, the voters, or at least a majority of them, continue to look to the Demo crats for national leadership. Nor is there any room to dispute the con clusion that the Democratic Party, as a whole, lost distinct ground last week.
