FRIDAY APRIL 9, 1943 LOOIilG AT WASHINGTON By Bag S Siams, Washington Correspondent The Jefferson Memorial Honors Great American On April 13, th two-hundredth anniversary of his birthday, the na tion will dedicate the Thomas jener son Memorial which has been under construction since 1938. It is simewhat remarkable that the 'memorial to our third President has been so long delayed. The author of the nation's Declaration of Inde pendence deserved earlier recognition from his people who have erected signal tributes to Washington and Lincoln in Washington. The memorial is on the Pantheon form, which Jefferson considered the "perfect model" of a circular building. Erected on the Tidal Basin the structure rests on a broad granite basis. It is of marble, 165 feet in diameter and 103 feet from the new made land to the top of the dome. Under the domed ceiling is the 19 foot marble figure of Jefferson. There is a circular chamber eight feet in diameter and twenty-six columns rise to a heigth of 43 feet. The me morial cost 13,000,000. Some of Jefferson's best known words are inscribed on a freize of the main entablature and on panels with in the memorial room. They in clude, "I have sworn upon the altar of God hostility against every form of tyranny over the mind of man." He had early engraved on a seal as his motto: "Resistance to tyrants in obedience to God." He was a revo lutionist, with unbounded faith in the people and in popular education. He advocated the emancipation and de portation of the slaves from Virginia, The recital of his public service, to Virginia and his struggling nation, is not possible here. Interesting is the fact that he was the first. President to be inaugurated in Washington, that he died a bankrupt and that his death occurred on July 4, 1826, just fifty years from the day that has made him famous in history. Meeting The U-BoaU Convoy System Growing Since it is obvious that the suc cessful prosecution of the war by the United Nations requires the trans port of men and material across the seas of the world, it is apparent that the depredations of Nazi U-boats constitute a threat to the Allied cause. It is important for us to recognize this fact, but at the same time, we should not over-emphasize the peril and foolishly divert ships or airplanes from other important duties. The task of the United Nations on the oceans, is to keep communications opend and, in addition, be prepared at all times to give battle to the German, Italian and Japanese navies. It is interesting to note that the Liverpool Steamship Owners Associa tion, in its annual report, says that "nothing is more clearly proved than that well-escorted convoys, especially when protected by long-distance air craft, beat the U-boats. The convoy system is the answer to the threat of the Nazi submarine. It stopped them in the first World War and, when sufficient ships are available to provide stronger escorts, the convoy system will foil the U-boat threat again. Obviously, it will not be possible to prevent the undersea raiders from sinking some ships. German sub marines are doing in the Atlantic what American submarines are doing around Japan. The difference is that the resources of this country enable us to carry out major war plans and, at the same time, construct convoy escorts in great numbers. The public should not get the idea that the U-boat menace is the only I pro Diem tnat the Allied navies nave to consider. Baron Bruntisfield, Par liamentary Secretary to the Admir alty, recently told the House of Lords that failure to sweep the seas of the pests should not be laid to the doors of the Admiralty. He points out that the British Navy has been burdened with convoying troops and stores to the Middle East and North Africa and suggests that, otherwise, the situation might have been very different. The United States is turning out many destroyers and escort warships for the purpose of protecting con voys through Uiboat infested areas. At all drug stores. and many of these vessels have taken up the task of guarding our vessels at sea. Until the necessary escort vessels can be constructed and put into ser vice, the U-boats will continue to sink merchant ships. There is no way to construct these ships by magic or tc beat the U-boat by "strategy" sug gested by those who continuously worry about the losses at sea. It will take time and, meantime, the United Nations must continue to fight the menace as best they can. "Faked" Steel Records Uncovered by Committee The revelation of faked steel re cords, records, which were "correct ed" by foremen and other assistants of a steel plant at Irvin, Pa., comes from the Senate Committee investi gating the War Effort. It seems that the Irvin plant of the Carnegie-Illinois Steel Company, which normally had a rejection of four to five percent in steel plate under inspection, made an almost perfect quota in 1942. The chief metallurigist testifies 'that his super iors believed the record was due to the "excellent cooperation" within the plant. The "corrections" involved changes, in analysis reports when tests showed that steel plates were not up to speci fications. It is admitted that In ferior steel was delivered to the Navy, the , Maritime Commission and on lend-lease orders. Officials maintain, however, that the steel, although below require ments, was entirely suitable and strong enough for intended use. This, of course, does not explain how a system of cheating on analysis could have developed within a plant of a reputable industry. One metallurgical assistant said it was the practice, where the chemical anaylsis of steel plate was not quite what the customer had ordered, to correct it in pencil. Annotations in the "heat-book" were followed by an "F" to indicate "fake," declared the workman. The general foreman of the testing division asserted that "from time to time I was given instructions by my superiors" to "fake tensile tests." Another workman said he had been instructed to "pull up" tensile tests by increasing tensile values above the actual figures. The President of the corporation told the Truman committee that the deviations from required procedure would never have been permitted or condoned had top officials been aware of what was going on. This may be accepted as true but what are top officials for if they do not keep up with the methods being used in their plants for the profit of their corporation 7 The chief metallurgist was interro gated as to what his superiors must have thought when they saw the Ir vin production passing that of other mills having greater cooling and heat treating capacities. It is a fair question and the answer is apt to re veal carelessness, amounting to wil fulness, or incriminate some of the superior officials. So, There! "Little boy, why aren't you in school?" J. Maupin, Extension Poultry specialist at N. C. State Col lege. There is a definite proof that high egg production is inherited end the use of males coming from trapnested flocks with excellent records can in crease North Carolina egg production about 10 percent, according to Maupin. In recent years the number of egga per hen hat been raised from about 66 to 102 eggs in North Carolina. Maupin says that it is encouraging know that with the same number of hens, the same feed, and the same labor and equipment, that egg produc tion can be increased another ten, or may be 20 eggs per hen through the use of superior breeding males.
