Enacts Some Economic Control . . , The United States is spending bil lions of dollars for national ' defense and yet the cry arises from our 'res ponsible leaders for the expenditure of billions of dollars additional., - So fast are expenditures increasing for national 'defense, that competent observers predict hat the cost of our Armv, Navy and Air Force will soon exceed $20,000,000,000, annually and Beardsley Ruml, something of a tax authority, says that defense1 expendi tures will reach .$30,000,000,000 a year within three years. The impact of defense expenditures of this proportion, upon our econ omic structure, can hardly be exag gerated. Money spent for armaments is largely non-productive - and the spending of the sums discussed with out controls on prices, wages and profits, will inevitably mean a lower ed standard of living for most Ameri cans. It might cause another big depression and produce a clamor on the part of diappointed ' Americans ffor radical revisions in our capitalis tic structure. , It is not only the part of wisdom, but is urgently necessary, for the people of the United States to look facts in the face and to . seriously pnnsMal?' tVla imnlirntiAnc rf Va course that is rapidly becoming an established "national policy. ' Under the needling .of a "red s"core" of tremendous proportions, a gigantic arms-making boom is getting under way and gathering momentum while Congress does nothing .to- establish 'essential controls which alone can prevent inflationary increases in prices which will mean, inevitably and f inexorably, . heavily increased taxation.' t; !vV. , ri;.' Only two great powers - exist in the world today Soviet Rusia and the United States and they are the " proponnets of clashing philosophies that affect their national economies' as well as their international - policies. More than that, the existence of free, dem ocratic nations, as we understand them, is challenged by the spread-of Russian Communism, with emphasis upon stamping out individual liberties of human beings. ' ' The House Armed Services Com mittee, facing these facts, considers them Tan indication of a "step'ping up of the tempo of Soviet resistance to the efforts of the United States and sixteen European governments to revitalize the life of Europe." -The committee considers ' the - possibility that they denote a recognition on the part of the Russian regime that time 1 and, consequently, "bring to th fore front a possibility that appeared -remote six months ago," namely, that the Soviet Union might regard a showdown with the United States a preferable alternative- to a ""worsen ing of the Soviet ' position in the future' " - ' - This viewpoint," representing - the opinion of - twenty-eight members of the-' committee is opposed by a minority group of five representa tives, who suggest that this country "is promoting distrust and unrest in the world" by its plans to spend $20,- uuu,uou,oo in 1949 for-militory pre paredness. Servant, Former Governor Broughton Took An ActiveParr in the ' Accomplishment of These Progressive Measures for the Farmer: , I Former Governor Broughton has been engaged actively in farming for over twenty-five years and is himself a flue-cured tobacco grower. . 2B JTr. Broughton has been actiye in securing better prices for tobaaco. In October, 1943, while he .was " Governor when the price for tobacco collapsed, he declared a marketing holiday and kept the mar-' kets closed until he was successful in working out plans for better prices and a stabilized market. In 1945 he personally appeared before officials of the Office of Price Administration insisting on an increase in the ceiling price'for tobacco. The increase was granted which meant more than 10 million dollars to the growers of tobacco. In 1940 he appeared before the proper government agencies insisting that ceil ing prices and allocations on tobacco be abolished. This was done and meant millions of dollars to the growers. 1 ' ' : . O He has long been a member of the Farm Bureau and State Grange and has probably spoken to more f?rmers in farm meetings than any person in the State. He delivered one of the principal addresses at the annual meeting of the National Grange at Grand Rapids, Michigan in 1944. He appeared on the program of the National Farm Bureau meeting at San Francisco in December, 1946. : A Mr. Broughton was instrumental in establishing the Flue-Cured Tobacco Stabilization Corporation which has meant many millions of dollars in increased income to farmers. '. He prepared the charter and by-laws for this organization and has worked closely with the organization since its establishment C Mr. Broughton in 1947 drafted the legislation authorizing the establishment of. Tobacco Associates, Inc., pr.d prepared the charter and by-laws for the organization. , Tobacco Associates id proving to be of great ! .. benefit to tobacco growers in the European Recovery Program and the continuation fit satisfactory Fed eral farm legislation for tobacco. While he was Gov ernor he approved the program and procured the allocation of tunds to set up at State College the best , dairy equipment' for institutional purposes to be found in any institution of the South. wj Mr. Broughton has shown great interest in otijer agricultural crops produced , in North Carolina,' such " as cotton, peanuts, and fruits and vegetables. He collaborated with State Marketing Specialists in draft . ing the Commodity Referendum Act passed bythe 1947 General Assembly under which farmers may act jointly with dealers and processors in promoting the sale", distribution and consumption of- farm prod ucts. At the present time he, is advocating the establishment of processing plants for Irish potatoes to place potato-growing on a sounder and more profitable basis in North Carolina. ' 1 , .
