The Record Shows
In our opinion the Buit started in
Federal Court to halt construction of
g union school for Negroes in, this
county was the most ill-advised action
taken by any group of citizens in the
history of this county.
It is not our purpose to argue the
merits of the case, but because we
strongly, believe that the plaintiffs in
this suit are being used as tools by
other individuals, who so doubt the
wisdom of the action that, they will
not publicly announce themselves, we
want to point out some facts on the
whole situation. -
Racial relations in . Perquimans
County have always been on the high
est plane, and it is our sincerest.hope
that they shall always remain, so, but
when people' start squabbling among
themselves, anything can happen and
incidents such aa this suit can be a
start of strained relations that
can lead to even greater misunder
standings. Let's hope this is not
the case. . t '
Like any law suit, this one concern
ing the construction of the union
school has a number of discrepancies

white and Negroes we give some
pertinent facts as shown by the rec

For a lonsr number of years, to our
personal knowledge, the Board of,
Education of this county, has had
worked out, a program calling for the
consolidation of white and Negro
schools; bu due. to Jack of funds, fince
this county is among the debtor coun
ties of the state plans for this pro
gram, calling, for equal, advancement
of both white and Negro schools, were
shelved and it was not until this year
when '$365,000 was made available
from State and local funds was it pos
sible for the Board of Education to
take steps to bring this program into
being.,. W : J
This program was divided into five
projects, first of which called for the
building of the Negro school at Win
fall and the second for the construc
tion of the vocational building at the
Perquimans , High School. Because
of disagreement between patrons " of
Negro schools the first project was
delayed and the second project com
pleted first, despite the fact that con
tracts with architects in charge of the
two project? were made the same day,
Costa of these two nrojeots consumed
all funds available the union school
costing $241,000, the vocational build
ing $113$99, and immediately the
Board of Education instigated action
tn nrovide additional funds through
a special bond election. If passed,
two-third of the amount raised through
the sale of bonds was to be earmarked

To our way of thinking the record
shows that the Board of Education
has been and is making every effort to
provide Negro children of; this county
with adequate and equal facilities. '
Furthermore, the record shows that
the 1950 school DODulation of this
county was divided as followsj Negro,
1,279, or 54 per cent; white, 1,053, or
46 per cent; school attendance . was
whit elementarv. 95 ner cent; Negro
elementary, 92 per cent; white high
school. 98 per cent; Negro high school,
91 per cent The Negro schools, like
wise, have a" larger staff of teachers
than whjje schools, with Negro teach
' erg numbering 40, while white schools
i have but 34 As to the ability of
the teachers, a number of the Negro
teachers are. among the highest sal
: aried teachers in this county. .
Now let's look at the question of
school buses , The record shows, the
white schools ure using 16 buses, or
e per cent or xnose in tne cowny
' and the Negro schools use 7 buses, or
" 31 per cents? With the consolidation
' program carrieohout and the abandon
ment of all neighborhood ! Negro
schools even nfcfe buses will be used
to transport thajfegro children to and
from the consolidated schools.
