C V junel5,22 Too Much For Congress The President's'requeat for 8,S0O, 000,000 in foreign aid in the next fis cal year conies at a time when mem bers of Congress are suggesting that a congressional-executive commis sion be appointed to study the ad ministration of foreign spending. The idea is advanced that the mem bers of Congress are unable to find out whether the money is being handled properly. Whether to meet this objection or hot, sixteen mem bers of key House committees are flying to Europe to hold an on-the-Iground with General Dwight D. Eis enhower. There may be differences of opinion in this country as to the advisability if spending $8,500,000,000 for foreign assistance but, regardless of the mer its of the expenditure, most Ameri cans will probably agree that the funds should be handled by the exe cutive department, rather than by congressional committees which are peculiarly subject to the political pressure of various groups. Gives Sonie Good Advice When Secretary of Defense George C. Marshall addressed the graduating class of the United States Military Academy, he took note of the weak nesses that face a democracy in con nection with military affairs. - General Marshall told the young officers that they would find it "ex ceedingly difficult at times to, com pose the democratic procedure of this country -with the military pattern" which officers feel to be necessary for efficient and winning war-makjng.- Then, Secretary Marhall poiritld out that "we're in a democracy" and urg ed the young men never to forget that they are oficers in "an army, of a democracy" and advised them that only a generous understanding of the fact could leatl to a successful career. ' Interestingly, General Marshall pointed out that now, after eight months of stripping other commands to replace Korean losses, the military manpower budget is beginning to bal ance. We have some 30,000 newly trained soldiers available to replace veterans home. Back of them, of course, is the , source " of manpower provided by the draft and the pro posed universal military training1. Some Price Pinf rnl Hicrfnrv In connection with the ' arguments about price control, one should be re minded that oh June 30th, 1946, price controls relaxed by statutory limita tion. In the preceding four years, the Consumers' Price Index had risen about seventeen per cent The argument that the abolition of price controls would mean lower prices, because competition and in creased production would make it in evitable, was answered in ' the next ten months when the price index shot up seventeen per cent, thus equaling the four-year rise before the abolition of price controls. We call attention to these figures because of the demand, largely on the part of business men , that pres ent controls should be wiped out and the further assertion that they are stifling production. This is the same argument that was advanced in 1946 and it is just as fallacious now as it was then. ; Business leaders, like the Cham ber of Commerce of the United States, insistently demand that the government give up all efforts to con trol wages and prices. Instead, an "in direct program" is advocated. This is the same theory that was advanced after World War II. It was success ful at that time and Congress followed the advice of .the business leaders.
