For Young Men A referee in a -Judicial proceeding is one who hears a case, considers the evidence and the argument of at torneys and then makes a decision. The pay of referees is not high, as a rule, but, in a recent case in the State of New York, a referee was awarded a $175,000 fee. . The railroad, involved in a tax case, which will have to pay a $12,000- 000 sum to 'New York City, considers that the fee was "arbitrary and en tirely exorbitant" We do not know how long the referee had to work in connection with the case he decided, but if the fee is upheld, there seems to be an opening for ambitious young men who want to make money. Sometimes the maneuver is nothing more than the' postponement of obli gations that must be paid for later in the year. At other time it is nothing more than an opportunity for the alleged economists to point to the record but taxpayers will not overlook the fact that, despite all the yelling for economy, the government i take of "the individual's income con tinues to get higher and higher. There is no excuse for waste in con nection with our preparations for de fense but the net saving, if any, is chicken 'feed compared to the pork barrel legislation that Congress pass es for the benefit of local districts. If Congress is in earnest about econ omy it will move to abolish some of the agencies and commissions that Congress has created and, maybe, cut down some of the expense money of the legislative branch of the govern ment. . The Scandal West Point At The Cadet Corps of the U, tary Academy was stunned . S. Mili- and the nation, as a whole, amazed at the dis missal of ninety cadets for violating the honor code and cheating during examinations. . There is, naturally, a sincere regret over the fata which ha befallen these young men. That there may be others equally involved, who have not been apprehended, does not exonerate the cadets who are admittedly guilty. Ca det officials, untouched by the investi gation, generally had little sympathy for the guilty men, asserting that the honor code must be maintained, as it has for more than a century. In a statement announcing that ac tion against the cadets had been tak en with the deepest regret and that it was "stern and uncompromising," Major-General Frederick A. Irving, Superintendent of the Academy, said there could be "no compromise solu tion that would preserve the vital honor' system of West Point which is the very heart of the Academy." The General makes the point that "from the day a cadet enters West Point, the ideals which are exempli fied in the honor code are impressed on him in all of his activities. - The ethics of honor are above and. apart from regulations . . . (They) are the foundation of the integrity demanded of an officer" who must maintain "the highest standards, not Only of courage but of integrity" if he is to "retain the faith of parents, -whose sons the officers of the Army must " lead in battler ' .v, Classified and Legal?
