' One of the latest proposals to come from the Communist headquarters is the suggestion that a five-power con ference be held, with the aim of a "peace pact," to be signed by the Soviet Union, Communist China, the United States, .Great Britain and. France. ; Demand for such a confer ence has appeared regularly jn the Communist area during the recent weeks. : ':;-' ' Vf''P.v'V The trouble with such a confer ence, or any pact agreed upon at such a parley, is that the Western world would have no confidence in the good faith of the Communist powers. Un til the Russians, and: their satellites, demonstrate by concrete actions and prolonged behavior that they plan no aggression and sincerely seek peace, there is no prospect of a satisfactory conference or a dependable treaty of any kind. '. Inspect Motor Vehicles The need for a careful inspection of the condition of automobiles that use our highways at high speeds comes from another state, where-a man was fatally injured by an automobile driv en by a boy who had received his driv ing permit less than an hour before. . Police said that the car had defec tive brakes, no front license plate, no parking lights, and a defective rear tire. The plastic portion c-f, the steering wheel was also missing and the driver had to control the vehicle by turning the small'metal frame of the steering wheel. The boy told the - police that he bought the car for $75. While some states provide for a rigid inspection of automobiles, other states make.no auch, requirement. There is always pressure upon legis latures not to provide for examina tions because many people do not want to be bothered with annual in spections. Moreover, owners of de fective cars do not like the compul-l gory repair bill which inevitably fol lows examinations. - . The safety of those who use the highway, whether in motor vehicles or on foot, is in danger every time a defective motor vehicle operates on the roads. Defective lights and brakes that will not stop a car promptly are probably the major defects. " , There are enough risks on the high ways of the nation without deliberate ly permitting the use of vehicles that are mere , .contraptions even, when carefully operated. Something must be done to cut down the fatalities on our roads and it might be a good idea for the states of -the union to insist upon regular inspections for the purpose of eliminating, jalopies, rattle traps, and better cars which have seri ous defects. ning, Ga.
