Anyhow, the poll tax, as I see it, is strictly a matter for the states to decide. North Caro lina did away .with it years ago. And as for filibuster, that is .the one remaining instrument held by the South as protection against unwise legislation. ' The filibuster, however, is good for the nation as a whole. It prevents the hasty passage of laws, which oth erwise would be steam-rolled through by the administration.
