WILLIAM B. UMSTEAD is the son of John W. arid Lulie Lunsford Umstead and was born and rear ed on a tobacco farm in the northern part of Durham County. He worked on the farm utnil he was 21 years of age. Mr. Umstead has lived in Durham County all of his life. He was graduated from the University of North Carolina in 1916 after winning the Mangum Medal and honors as an intercollegiate debater while a student there. TAUGHT SCHOOL SERVED OVERSEAS His first job was teaching school at Kinston, North Carolina, during the school year of 1916-17, leaving Kinston in May, 1917, to enter the first training camp at Fort Oglethorpe. He was commis sioned a Second Lieutenant, assigned to the 317th Machine Gun Battalion, 81st Division, and served with this outfit until released from service in April, 1919. He served about eight months overseas. ELECTED DISTRICT SOLICITOR The young veteran entered law school at Trinity College, now Duke University, in the fall of 1919 and obtained 'his law license in August, 1920. He began the practice of law July 1, 1921, and was elect ed Prosecuting Attorney of the Durham County Re corders Court in 1922 and was re-elected in 1924. In 1926 he was elected Solicitor of the Tenth Ju dicial District and was re-elected in 1930. SERVED THREE TERMS IN CONGRESS : In 1932 he was elected to Congress in the Sixth ' Congressional District and re-eUjcted in 1934 and 1936, retiring voluntarily at the end of his third term. Speaking about Mr. Umstead's service in . Congress, the Honorable, R. L. Doughton, dean of the North Carolina delegation, declared: "I have never known a man who has more faithfully, more completely, or more assiduously discharged the du ties incumbent upon a Representative in Congress than my beloved colleague from North Carolina, Mr. Umstead." While a member of the House of Representatives, he served on the Appropriations Committee, and at the time of his retirement, he was Chairman of the Sub-Committee on Appropriations for the Navy De partment. He also served on the Sub-Committee on Apornrfations for the Department of Agriculture and devoted a great deal of time to the development of our present farm policy and program. He voted and worked for the Farm Program including the Soil Conservation Service, the Production Marketing Ad ministration (formerly the Triple- A), the Farm Heme Administration (formerly the Farm Tennant Purchase Plan), the Rural Electrification Act, The Production Credit Associations, the Control Pro grams, and for agricultural research. ' After leaving Congress, Mr. Umstead returned to Durham and re-entered the practice of law. APPOINTED TO SENATE In the spring of 1944 he managed the primary campaign for R. Gregg Cherry who was nominated ; and elected Governor. In August, 1944, Mr. Um stead was elected Chairman of the State Democratic Executive Committee and conducted the State cam paigns in 1944 and in 1946. On December 18, 1946, he was appointed to fill the unexpired term of the late United States Senator Josiah W. Bailey. He served as a delegates to the 1948 National Demo cratic Convention. ACTIVE IN CIVIC AND RELIGIOUS AFFAIRS v Mr. Umstead was married to Merle D. Davis of Rutherford County in 1929, and they have one daughter, Merle Bradley, who is nine years of age. He is a Methodist, has served for many years as a member of the Board of Stewards of Trinity Metho dist Church, Durham, North Carolina, : and was HIS PLATFORM:- Improved Education Systems Expand Road Program O Continue To Improve Agriculture Program O Encourage and Expand Public Health Program O No Increase In Taxes Develop Highway Safety Chairman of the Board for four years. He is a mem ber of the Veterans of Foreign Wars, and the Ameri can Legion and was Commander of Durham's Post No. 7 for seven years. He has been Chairman of the Durham Chapter of the American Red Cross, member of the Board of Directors of the Durham Chamber of Commerce, and member of the Durham City-County Board of Health. He also served as president of the Durham Lions Club. He served as Appeal Agent for Draft Board No. 1 for 3l2 years during World War II; ; has served as President of the Alumni Association of ' the University of North Carolina at Chapel Hill, and is a member of the Board of Trustees of the Greater University of North Carolina.
