ing elementary and primary teachers
out of high school teacher prospects,
who are currently more numerous than
those preparing to teach the lower
grades. He (pointed to the difference
in temperament, interest, and specific
abilities between those who prefer to
teach small children and those1 who
prefer high school work,x "

want to enter upon a teaching career

would wish to entrust his child to
a teacher with less training?" he ask
ed, adding that the academic require
ments- of elementary teachers are "for
the most part essential elements of a
liberal education."
Gibson outlined the legislative pro.
gram as advanced by the NCEA and
listed as the most serious threat to
public education the shortage of quali
fied teachers, -shortage which, he
said, has reached beyond' the critical
and entered the perilous stage.
"(We can be certain that when all
available teachers are employed and
the element of selection has been re
duced to the minimum, there are
thousands of children in North Caro
lina" who have poor teachers," he said.
"The NCEA and the United Forces
for Education feel that a salary schetd

persons were killed per 100 million
miles of vehicular travel in North j
Carolina during the first nine months
of the year.. ' '
This means simply that for every
100 million miles of travel amassed
by the state's more than 1,200,000
registered vehicles, nearly eight per
sons died as the results of an auto
accident.
The exact figure, reported by the
National Safety Council gave North
Carolina a 7.8, considerably . better
than South Carolina's 12.5 and slightly
worse than Virginia's 7.3. ; -" :
i Traffic fatalities over the nation
were up 2 per cent as the third quar
ter closed. North Carolina's per cent
age increase over 1951 was exactly
double that of the national average
