Haute ' Approximately 10,350 additional employers will be taxed and an es- j timatcd 60,000 . new - workers "will be covered by the provisions o the amendment to the North Carolina Employment Security Law, effec tive January 1, .1956 when the amendment became fully operative ' during the year,' ol. Henry E. Kendall, Chairman of the N. C. Employment Security Commission, announces.,- i-.'v'-r ''',;; ; The newly covered employers will, be those employing four to seven workers, inclusive, except for ex empted employment, to lie added to the 17,500 employers of eight or more workers, already covered by the law, and the additional covered workers of these firms will be add ed to almost 1,000,000 workers who have wage credits by virtue of hav ing worked for the already covered employers. ; A break-down of most of the additional workers to be covered in dicates that an estimated 23,300 will be added in wholesale and re tail trade, another 11,350 ni the service trades, and aliout 6,750 in manufacturing, probably about one- third of these in lumbering employ ment. Chairman Kendall points out that the General Assembly of North Carolina amended the law at its 1955 session, effective January 1, 1956, after the Congress of the United States had amended the Federal Unemployment Tax Act to extend its provisions to employers of four or more workers. The N. C. amendment was enacted to con form to the federal law. In prior years both laws provided that only employers of eight or more work ers were liable. . The State's Employment Securi ty Commission, Chairman Kendall reports, is planning to make infor mation available through .-various media to employers who may be I subject to. the law in the hope of eliminating any misunderstanding as to what firms are liable' (cover ed) or when the. first reports and tax payments are due. However, he slated, the failure of any em ployer to receive the information or ither materials being distributed in no way relieves him of his liability under the law. 1 wa it is not compulsory for any em ployer to become liable until he has had as many as four individuals employed during each of 20 weeks in a calendar year after January 1, 1956 the earliest date is May 20, 1956. The. law does provide that I an. employer may elect voluntarily I to coma under ihn law. irrespective of the number of workers or before the expiration of 20 weeks, ifVhe so desires. . Col. Kendall announces -t hat there are some who know they will be liable in 1956 and may wish to elect coverage voluntarily so they may get their records in order and pay the taxes each quarter (tax due on. a quarterly basis) os as not to Have an accumulation of two or more quarters due at one tim&p since liability is effective for them' as of January 1. . Once an employer becomes liable, he must remain li able until liability is terminated as provided by law. .: ; ' Informational material explain ing more fully this provision of the law and the Unemployment Insur ance Program will be mailed to em ployers of three or more workers, I based on the list of such employers I who make reports to the Bureau of Old; Age, and Survivors' Insurance. This waterlsL fcft jok.1' the next 60 days." In the meantime, meetings have been scheduled in 55 cities and towns in North Carolina, to which all employers who may become) li able under the amended law, S well as lawyers, accountants, and others who may be interested, are invited to hear the -law discussed by representatives of the. Commis sion and to ask questions. One f these meetings ( Wilhibe held in Edenton Court. House at 7:30 P. M.y on January 18th. . .
