If we were to with draw in such a manner from South Vietnam, we would forfeit the confidence of oth er, free nations and urge po tential enemies to test us on other ground. , Negotiation has been advo cated as the means to extrl cate ourselves from Vietnam. Yet, 'the sad fact is that so long '.as the enemy keeps his favorable military oosition mere can be no negotiation. The record is clear. The President has tried to. nego tiate. There is no one 'will ing to negotiate With us. There, is no way to negotiate with an enemy who will not negotiate, and there , cannot be negotiation until our mili tary situation" improves1 in that war-torn country. The saying is a fit ting illustration of what has been happening in South Vietnam. North Vietnam is not willing for the people of South Vietnam to live their own lives in their own ways, but on the contrary, they are bent on subjugat ing the South Vietnamese to the rule of the Communist North Vietnam government. I deeply regret our in volvement in South Vietnam. I ; do not think .- anyone is satisfied with the ' turn of events. Speed Restrictions There are a number of laws dealing with spued but the basic one is simply the rule of common sense: No person shall drive a vehicle on a highway at a speed greater than is reasonable come up wjth a suitable al ternative to the policy of holding this nation against the foices of aggression. As such, South Vietnam has be come a symbol which has grown in world importance with the passing of time and our growing involve ment There are not many cer tainties about the tasks that we may encounter in this Asian country which the President and his top ad visors have marked as a vi tal interest to this nation. However, we have already leained of the seriousness of our commitment to halt Communism, and in the days ahead we may have an en lightened concept of the ways of other nations when the chips are down.
