Of course,, this does ( not ap ply to our flue-cured to-; bacca . in the First District and other places, but it. did become apparent that from who the there are those flue-cured belt , demanding some revisions jn their control of the tiansfer of allotments The , president of the South Ca rolina . Farm ; Bureau, and his counterpart, the presi dent of " the Georgia :r "ganizatibn, . both advocated the dben" and unrestricted sale of allotments within the borders of a state. On the other hand, I have been informed ..that the North Carolina Farm . All testimony last week including the action of the North Caro lina Farm Bureau, advocat ed liberalizing the leasing arrangements now in exist ence, for example, extend ing tfe one year lease pro vision to three, five or 10 years, for that matter; and the general approval of leasing across county lines. And so, as' a com promise " measure, I am considering offering - legis lation which will provide for almost unrestricted leasing across county lines and , the restricted sale, within county lines. I am wfill aware that many of you have, conflicting con victions and opinions as : to what, should1 be clono, but I do not belieye it is in the best interest of our economy to move into un restricted sale of allot ments at this . time, even , though the United States Deparment of Agriculture has recommended such ac tion. So I hope you will consider my proposed leg islation as one of compro mise so as not to disrupt our- agriculural economy with.',, too ' much radical change too soon.
