C, Thuraday, September 28, 1967 The first historic site to be established by any state was George Washington's headquar ters at Newburgh, N.Y. It was a farmhouse from which he di rected troops during the final 116 months of the Revolution. WASHINGTON Congress moves toward the ninth month of this session with a large backlog of legislative proposals still awaiting action. The Con. gresslonal agenda is so lengthy that there Is little talk of ad journment even though October in recent years has been the usual completion target. The major problem to be re. solved ia the financial one. The gap between proposed spending programs and anticipated reve nues has become so great that there are genuine fears about Treasury finances. The baste question la whether there will be enough appropriations cuts to avoid serious fiscal trouble. The Administration is urging Con. gresa to enact a ten per cent surtax on individual and corporate Incomes, and to com plete action on the ten regular appropriation bills now pending In the House and Senate. Congress wants Administration support in reducing spending be fore it takes up the tax bill. As almost everyone knows, there is little public support of a tax Increase, and particular, ly so at a time when domestic spending programs are rising rapidly, still the Admlnlstra. tlon has shown little inclination to cut and trim the budget It has presented, and there the matter rests. The Senate began debate last week on the $5 billion antl. poverty authorization bill. The program has been criticized on many counts for some time and the fight in the Senate and House over this bill is expected to be a long one. The omnibus "Civil Rights Act of 1967" is undergoing hear lngs by the Constitutional Rights Subcommittee which I chair. The proposals for this year's "rights" package Include the unpopular open housing pro vision. One of the problems in conducting hearing on this year's bill has been that earlier sched. uled hearings were cancelled be cause of Senate floor debates. The antLcrlme measures are yet to be acted on by Congress. Key measures range from a con stitutional amendment on this subject, which I have proposed to permit the use of voluntary confessions In court trials, to the proposed Law Enforcement and Criminal Justice Act of 1967. The latter measure would help states and cities and towns im prove their methods of local law enforcement through Federal grants. Two educational bills are yet to be acted on by the Senate. The elementary and secondary educa tion bill passed the House on May 24th. The higher education bill has yet to be acted on by the House and the Senate. The Senate Finance Commit tee Is now considering the House, passed social security amend, ments, Including a 12.5 per cent Increase In pension benefits. As approved by the House, the meas. ure would also tighten the public welfare programs which dls. pense funds to dependent chll dren. These measures and many others await Congressional ac tion in the time remaining before adjournment.
