MORGAN TON Congress re- convenes on January 15th to deal with the problems left over from the long session which adjourned only days ago, ' Two hold - over measures which are scheduled to receive early consideration are the Ad ministration's proposed "civil lights" bill, which may come up shortly after the Senate re convenes and the Administra tion's proposed surtax on cor porate and personal Incomes, which Chairman Wilbur D. Mills of the House Ways and Means : Committee has said will get . further hearings beginning Jan uary 22nd, ' The "civil rights" bill which the Senate will consider is the HAPPY NEW YEAR I Taylor Theatre EDENTON, N. The Intent of the bill Is commendable to protect per sons exercising constitutional rights from violence or threats of violence. I abhor violence, and shall continue to fight for leg islation to curb crime. However, v. I oppose ' the Committee reported bill because it Is founded upon the dubious proposition that the Congress should protect the rights of one group of Americans in theexer else of their constitutional rights while ignoring the rights of mil lions of other Americans to be protected against the same crimes. The Committee ap proved bill is said to be based upon the "equal protection of the laws" clause of the 14th Amendment. The bill is a paradox, Vpon its face It would exclude a majority of Americans from Us protections because thev are not members of a minority race or group. In my judgment, the Com mittee reported bill should be rejected because It Is uncon stitutlonal, and it threatens to expand the Federal police power in unlimited fashion. ' When this measure was under consideration in the Sub' committee on Constitutional Rights, I offered a substitute measure .which the a Sub committee adopted but which the full Senate Judiciary Com mittee later rejected. Unlike the Administration's bill, the substitute measure protects all Americans who are excerclslng Federally protected rights. The Subcommittee would also protect the working man and would vindi cate Ms long - established Federal statutory rights. It would prohibit unions from levy ing crushing fines on union mem bers for exercising their own wills and refusing to take part in a strike they oppose, , The Subcommittee substitute Is preferable if Congress de termines it should enact further civil rights legislation. ' The surtax proposal must first be considered by the House Ways and Means Committee which has original Jurisdiction over re venue measures. In the face of serious fiscal' problems. Con gress and the Administration must find ways and means of curtailing non - essential and non-priority Federal spending. Much effort has been devoted to the advocacy of a tax increase. Much more effort should be devoted to pruning budget re quests at a time when there are far too many demands for the tax dollar. It is interesting to not that West could have defeated the contract by dropping the kingi of clubs on the ace. This would! have permitted East to return the king or diamonds as soon as he took the lead with a club, and in that way break a vital line of communication between the North and South hands.
