press of the First District. On
Friday, January 3, the 91st Con
gress convened and the first day
was involved with a four-hour
debate over the question of

others who insist that we have

system of electing Presidents, j
for we are uslngthe machinery of j
the 18th Century here In the 20th
Century. I am convinced that
legislation , should be devised
which will permit more direct
participation of the voters in the
naming of the Presidential
nominees as well as In the elec
tion of the President Itself.
Of some interest to our Dis
trict is that I, along with 14 other
Members of Congress, intro
duced a potato referendum bill
which will permit the potato pro
ducers of this Notion to be given
an opportunity in an election to
vote upon themselves a Id per
hundred weight assessment with
the proceeds going towards
the research and promotion of
