Q Non-Certified Seeds Are Not Unavailable Cotton growers are warned that non-certified seeds of a new cotton variety, TH149, are not available. George Spain, director of the seed testing division of the N. C. Department of Agriculture, says rumors are being spread that non-certified seeds can be ob tained. 'The new variety has been In trials to determine its agronomic and lint quality," he explained. "Seed Increase has been under the supervision of the North Carolina Crop Improvement Association, and trials and demonstrations have been under contract with agreements for seed return. On December 21st, at 7:44 p.m. the days will start to lengthen. They will continue to get longer for the next six months. Therefore, the shortest days of the year will be experienced in November, December and January. It will be March before the extra sunlight begins to have US effect. It will continue to get colder, even as the days grow longer, in late December and January and perhaps in February. . Spain says seed Inspectors have been notified to Issue "stop sale" orders on non-certified seeds of TH149. This action is under the provisions of the seed law which require a complete record be kept of any lot of seeds offered for sale in North Carolina showing kind, variety, and origin. Seeds claimed to be TH149, unless supported by authentic records, will not be permitted to be sold under that Identification. "The value of any new variety may be seriously limited if mislabeled seeds are distributed before farmers get authentic seed stocks," Spain said. "In the case of cotton, buyers and manufacturers cannot properly evaluate or depend on the characteristics of the lint unless they can buy quantities of cotton they know is true to variety name. . "Cotton producers will cer tainly recognize the limitations already apparent in cotton production. The advantages of the demand for improved fiber quality of cotton is worth the caution necessary to acquire seeds correctly labeled for variety. The sale of lint after harvest will more than com pensate for extra caution when seeds are purchased. "Even in years after authentic seed stocks have been distributed, the relative values of certification are the same. The certified seed program was developed to assure correct variety labeling. It is still the principal assurance of variety purity on seeds other than those from seed companies who produce and distribute their own varieties or hybrids. Many such companies still request the services of a certification program in maintaining variety purity." The certification of seeds in North Carolina is made by the North Carolina Crop Im provement Association, Inc. Hertford, N. C, Thursday SENATOR SAM ERVIN r SAYS ft WASHINGTON - Congress returns to Capitol Hill this week with many of the issues of the first session still pending. These include: new farm legislation, postal reorganization and reform, environmental quality control measures, electoral college reform, new revisions of the draft, anti-crime bills, and several consumer protection proposals. Carried over, too, are ap propriation bills for foreign aid and the Departments of Labor and Health, Education, and Welfare. Congress could not agree on final versions of either of these money bills at the first session. House and Senate conferees on December 19th agreed to a $2.5 billion foreign atd appropriation, but action was held up when the Senate objected to ear marking' $54.5 million in military assistance to finance a squadron of jet planes for Nationalist China. The $21 billion Labor HEW money bill became em broiled in an Executive Legislative battle over the budget in late December. The President threatened a veto because he said the appropriation exceeded his money request. Congress did not press the matter further at that time. Thus, these money bills are now before the Congress again. The major issue of the session NOTICE! In addition to all other penalties prescribed by law, any per son, firm or corporation whose duty it shall be to list any poll or prop erty,' real or personal who willfully fails or refuses to list the same with in the time allowed by law, or who removes or conceals property for the ' purpose of evading taxation, shall be guilty of a misdemeanor punishable by a fine not to exceed fifty dollars ($50.00) or 'imprisonment not to ex ceed thirty days; and any person, firm or corporation aiding or abetting the removal or concealment of property for the purpose of evading tax ation shall be guilty of a misdemeanor punishable by a fine not to exceed fifty dollars ($50.00) or imprisonment not to exceed thirty days. The failure to list shall be prima facie evidence that such failure was willful, (1957, c 848). JULIAN C. POWELL is not likely to relate to these matters, but rather to the allocation of Federal funds for the hundreds of programs that make up the Budget. Congress imposed a $192.9 billion ceiling on Federal spending for the current fiscal year. The President is now wrestling with the problem of compiling a new Budget for the fiscal year beginning July 1st which meets our national needs, and hopefully, will not exceed anticipated revenues. An Inflated budget could wreck havoc with the economy in the months ahead, because the nation Is already experiencing a rising cost of living at an annual rate of about 6 per cent. On the other hand, just to keep existing Federal services and programs going will call for more money than the current Budget. Rising interest rates and the steady Increase of the cost of existing programs will see to that. For these reasons, the President and Congress are faced with V potentially larger Budget from these items alone.
