Present R. L. Spivey, chair man presiding with com missioners, Riley S. Monds, Jr., Thomas D. Nixon, Lester H. Simpson, and Ellies Winslow. All commissioners were present. 1 April 16, 1970 Reports were received from the Agriculture Extension Service, and Social Services Departments. On motion duly made, seconded and passed, the Board appointed Thomas D. On motion duly made, seconded and passed, the Board adopted the following resolution; We the Counties of Pasquotank, Perquimans and Camden under the authority of Section 153-53.7 of the General Statutes of North Carolina do hereby join and associate our selves together and agree to construct, finance and operate a district confinement facility or jail. The cost of construction, operation, maintenance and administration of said Tri County facility or jail shall be divided among the respective counties in the proportion that the population of each County as figured by the latest U. S. Census figure, bears to the total population of the three counties. East County Board shall temporarily elect one of its members which shall constitute an administrative Board for the operation of said facility. The said Board shall have and is hereby given authority to execute contracts in the name of the respective Counties for the construction of a facility con templated by this resolution. The property on which the facility or jail is constructed shall be owned, jointly by the respective counties. On motion duly made, seconded and passed, the Board appointed R. L. Spivey, a tem porary member to serve on the Tri-County jail commission. On motion duly made, seconded and passed, the Board gave the County Accountant authority to have use of County lock box in Peoples Bank & Trust Co., Hertford, N. C. On motion duly made, seconded and passed, the Board authorized the following budgets to be amended, County Fire Department budget to be amended in the amount of $250.00, the County Sheriff's Department budget to be amended in the amount of $300.00, of which $110.00 is a refund from Albemarle Law & Order Association, and the county prisoner budget to be amended in the amount of $900.00, the money for these amendments except for the above $110.00 to come from general fund. The Treasurer was ordered to pay the following bills: Hertford Cafe, $267.28; Leslie Gregory Pure Oil, $91.63; C.
