The federal government, under the provisions of the Manpower Development Training Act (MDTA) of 1962, as amended by the Manpower Act of 1965 is ready to help employees and related groups with the development of cost of On-The-Job (OJT) Training through the statewide program of the Division of Human Resources. THE MECHANICS OF IM PLEMENTATION Approximately 30 Community Action Agencies across the state serve as sponsors for the On-The-Job Training program as authorized by the Division of Human Resources. The Im plementation of the program is the responsibility of the man power components of these local community agencies in their respective areas. CONTRACT PROCEDURES I. Contracts submitted to the state office by sponsoring agencies for processing and approval should include five units. There are four forms that make up a unit for subcontract. They include the following: 1. Negotiation Worksheet 2. OJT 2A '.Yellow Sheet) 3. OJT 3A (White Sheet) 4. OJT Training Outline (An attached sheet listing a training schedule indicating number of hours of concentration in each area of instruction.) II. Prior to processing the contract the local Employment Security Manager must certify the need of training for the oc cupation in his geographic area of supervision. The OJT Representative in the ESC office will prepare the appropriate forms enrolling the trainee. III. Nepotism is not permitted under the MDTA OJT contract. A subcontractor is not allowed to enroll members of his immediate family. IV. It is the responsibility of the sponsoring agency to keep the OJT Director's office informed as to the progress of the trainees. This is accomplished by sub mitting three copies of the Progress and Compliance forms (OJT-4) 15 days after the con tract has become operative and each 30 days thereafter. V. When a trainee ceases to be a part of the program for any reason, it is necessary for the job developer to prepare and submit seven copies of the MA-102. Three copies should be sent to the local ESC and four copies to the OJT Director's office. VI. The employer may enroll a new trainee in substitution of the one terminated providing the new trainee will have the ad vantage of 75 percent of the training time contract. under the OJT VII. The contractor will be paid $25.00 per week for each trainee up to a maximum of 26 weeks. VIII. No special treatment of employees is requested in the program. All trainees under this program receive the same treatment as other employees including termination for reasons that seem to be feasible by the employer. IX. The paperwork will be done by the sponsoring agency or the State Office. The program will be monitored at 30 day intervals. This activity will be ex peditiously handled so the trainees will lose a maximum of five minutes from his duties; very often two or three minutes is adequate. X. When the provisions of the contract have been fulfilled the job developer should im mediately close out the sub contract by submitting to the OJT Director's office three copies of the forms listed below: 1. Detailed Statement (Form request for reimbursement of funds submitted on official stationery of the subcontractor.) 2. Subcontract Invoice 3. Subcontract Release 4. Trainee Roster 5. Liability Amendment (When necessary) Seven copies of the ter mination from (MA-102) are requested. These items are referred to as the "Close Out Package." XI.
