Elected To Credit Office Harry Lee Winslow has been elected Assistant General Manager and Assistant Secretary-Treasurer of Albemarle Production Credit Association. Winslow succeeds Roy Miller, who was recently elected general manager and secretary- treasurer. Winslow has had 15 years experience in office management and finance. A native of Perquimans County, having lived in Chowan County the last 16 years. He is a graduate of Perquimans County High School and successfully completed a short course in field crops from North Carolina State University. He is presently enrolled with International Accounts Society, Inc. (a correspondence school) in Certified Public Accounting. A member of Warwick Baptist Church and currently serving as Sunday School Superintendent and member of the Board of Deacons. Winslow, Jr. Sometimes prior to his death in 1752 Register of Deeds Macrora Scarborough had erected a swelling house on the Courthouse lot. It stood by the River behind the present home of Mrs. T. P. Brinn, on a site which would become lot 10 in the town lof Hertford. Scarborough's executors sold it to Col. John Harvey on 21 July 1755. (Calling it the house and lot where James Boush lived, Harvey willed it in 1775 to his son Miles, who sold it to Joshua Skinner in 1776. Skinner sold it in 1820 to the deacons of Bethel Baptist Church, to be used for the benefit of a Baptist church of Hertford.) An unsuccessful -attempt had been made in 1746 to lay out a town around the Courthouse. The efforts of Johny Harvey in the General Assembly were fruitful, however, and in 1758 the town of Hertford was incorporated. Johathan Phelps sold half his farm for the town. In the plan of the new town, the Courthouse lot received definition, being bounded by Church and Front Streets, ex tending from the present home of Lindsey C. Winslow to the present Blanchard's Store lot. (Grubb Street did not then cross Church.) farts of the original public ground were converted to private use. "Some ill disposed person or persons having by fire nearly consumed the prison in the county of Perquimans, and the taxes heretofore collected. . . is insufficient", the Assembly of 1787 passed a law levying a tax for 1787 and 1788 of 1 shilling on each poll, 4 pence on each 100 acres of land, and 1 shilling on each 100 pounds value of town property. The money was to be used "for the purpose of repairing the said prison and building a gaoler's house" with any overplus going "towards the repairing the courthouse." Further, the Court decided in July 1789 "That the frequent Escapes which are made from the Gaol in the Town of Hertford is in a great Measure Owing to the want of a Gaolers House & some Carefull Person to reside therein as Gaoler It is therefore ordered that Charles Moore and William Skinner Esquires be appointed as Commissioners to Contract with Some workman for Erecting a Gaolers House, Contiguous to the said Gaol, (631 All-Expense Trip To Fla. Graveside Services Held For Mrs. Nixon Graveside services for Mrs. Elizabeth Maie Barber Nixon, 89, of Route 2, Hertford, who died last Monday, were held last Tuesday at 4:00 in Holy Trinity Church Cemetery by the Rev, Edwin Williams, Rector with Swindell Funeral ; Home in charge of arrangements. The casket pall was made of White chrysanthemums, pink carnations, pink gladiola, white snapdragons, daisies and pompons. Pallbearers were Ned Nixon, Jr., Tom Nixon, Charles Bruton and Robert Halsey. ; Contiguous to the said Gaol, of structed in such manner as they shall think best for the Security of Prisoners, and it is further ordered that the Several Collectors of the Taxes in this County, account with & Pay the Nett amount of the Gaol Tax by them Collected, to the said Commissioners, to be by them applyied for the Purposes aforesaid, and that the said commissioners render an ac count of the transactions and Expenditures to April Court Next." By the following April the jailer's house was completed and A. zander Stafford was ap pointed jailor. His duties were "to pay due attention to the Receipt of all Prisoners com mitted to the said Jail & furnish them with necessaries as the Law may Direct & that he be intitled to the fees arising for all Committments & releasements as well as feeding aggreeable to law - and as a further com pensation to the said Jailer it is agreed to by the unanimous Voice of this Court that he be permitted to entertain all per sons whatever as a publican without any other license than this order & that he may charge the same as other Publicans agreeable to the r a t e established by this court and the court do consider that the sd Jailer shall be answerable for any misconduct in office and removable at" pleasure." (Publicans were tavern keepers.) As United States Com missioner of Loans, William Skinner was granted permission in May 1792 to erect an office "in the Eastermost End of the Court House to Extend from the Southermost corner towards the Eastermost door eleven feet & then across on a Square to the Stairs & then by the Stair Case to the Westermost End." The Court in August 1792 "orderded that the Sheriff Hire some workman to build up the stocks & pillory in Hertford in a good strong & faithful manner." John Harvey was authorized in February 1793 to "emport from the Northward a stove for the use of the Court." (Stoves were unusual in that day of open fireplaces. This one was ap parently sold to John Clary in May 1809 for 7 pounds 6 shillings.) Applications may be obtained from any Dodge dealer ; The U.S. Savings Bonds Representative, Walter P. The nominated family from each state will receive free transportation, hotel ac comodations and meals for the entire family, while par ticipating in the judging for the "All-American Family and for "Mrs. U. S. Savings Bonds," during the period of the pageant. Guidelines for the "Family" judging and selection were developed by the committee on Criteria of the institute, headed by Dr. Aaron Lipman of the Sociology Department of the University of Miami, at Coral Gables. Notable on the panel of judges are Dr. Sterling Brown, President, National Council of Christians and Jews; Dr. Margaret Mead, World Renowned Anthropoligist; Jean Adams, Nationally Syndicated Teen Columnist. The selection of a "Mrs. U. S. savings Bonds has been a feature of the bonds program for 12 years past. It is this year associated with the "All American Family Pageant" for the first time. She represents the best in all aspects 1 of homemaking, Including the teaching of thrift and the values of saving for the future P?Tmani 4-H Members Get Recognition There were three of Perquimans County 4-H mem bers, who called themselves The Supremes and won Blue Ribbons at the Northeastern District Day, held at John A. Holmes High School in Edenton recently. They were Marion Roundtree. Ruby Felton. and Carolyn Felton. Their talent number was a trio "Up The Ladder To The Roof", also, during the program. Cynthia Norman was recognized for achievement made with The Dairy Food Demonstration on "Guess What Happened To Me." There were approximately 40 4-H members and leaders at tending. They were accompanied by Mrs. M. B. Taylor, Home Economics Extension Agent, and Mrs. Ida Norman, 4-H Food and Nutrition Leader, of Winfall. Mrs. Harrell Gets Spotting And Finishing Award Elizabeth W. Harrell of 405 W. Grubb St . , was honored this week for her professional drycleaning skill. Mrs. Harrell accepted the challenge of Drycleaning World magazine and successfully removed a difficult Mystery Spot on a swatch of material affixed to a magazine page. Drycleaning World dared its 32,000 readers to clean the spot without damaging the material. Mrs. Harrell was one of the drycleaners in this area who did a perfect job. The "Spotting & Finishing Award", which is now prominently displayed reads: "To Elizabeth W. Harrell -Cannon Cleaners, in recognition of professional drycleaning skill demonstrated by actual test performance." lieutenant Chappell Awarded Pilot Wings t ier Second Lieutenant Charles W. Chappell, son of Mr. and Mrs. Charlie G. Chappell, Star Route, Winfall, N.C, has been awarded U.S. Air Force silver pilot wings upon graduation at Langley AFB, Va. Lieutenant Chappell is being assigned to Langley AFB, Va., Pvt. Bridgers Completes Basic Pvt. Val M. Bridgers, son of Mrs. Helen Bridgers, of Rt. 3, Hertford has completed basic training at Ft. Bragg. Pvt. Bridgers has been assigned to Ft. Sill, Oklahoma for artillery training. He is a 1969 graduate of Perquimans County High School. V I ' .. . . Y' 4 Pictured above are the roadster ponies shown in Perquimans Horse Show. Brief History Of Eight club members withdrew from the Beech Spring Home Demonstration Club to form a new club. It was organized in 1937, and named The Helen Gaither Club in honor of Miss Helen Gaither, Perquimans County's first Home Demon stration Agent. Mrs. W. O. Hunter was the first president, The club grew and through the years has had an average membership of 15 members. There has been good cooperation and fellowship among the members and participation in all the activites of Home Demon stration work. During the first years, great emphasis was placed on canning. Most every member had a pressure cooker and canned much of the families food. After the houses were wired for for duty with the 316th Tactical Airlift Wing. The 316th is a unit of the Tactical Air Command which provides comabt units for air support of U.S. ground forces. The lieutenant , a 1964 graduate of Perquimans Co. High School, Hertford, N.C., received his A. A. degree in 1966 from the College of the Albemarle, Elizabeth City, N.C. Hevearned his B.S. degree in 1969 at North Carolina State University at Raleigh and was commissioned there through the Air Force Reserve Officers Training Corps program. Reginald Winslow Promoted to Pvt. E2 Reginald S. Winslow, son of Mr. and Mrs. W. S. Winslow of Belvidere was recently promoted from Pvt. El to Pvt. E2, after completing basic combat training at Ft. Bragg. Winslow has been transferred to Ft. Knox, Kentucky for ad vanced training. For several vears. the count v' extension sponsored a Farm Festival. All of the members co operated with this event. The concession stand operated by the Home Demonstration Clubs was directed by Mrs. Colon Jackson'.' In 1954 the Warner Madre Family was awarded the Master Farm Familv Award. The Club' held open house at the Madre. home the day the award was presented. . Mrs. Warner Madre promoted the first Christmas open house when she was County Council President. It has been an annual event. Our county had the concession stand at the Albemarle Crafts man's Fair, with all our club members participating. Mrs. Warner Madre served as chairman. Two of our club members had booths at the Fair. They were Mrs. Singleton Lane and Mrs. Floyd Benton. During the County Tour of homes, Mrs. Sam Trueblood, Mrs. Fred Matthews, and Mrs. Warner Madre's home has been included in the tour. One year Mrs. Warner Madre concluded the tour with a tea at her home. Mrs. Donald Madre and Mrs. Warner Madre are members of -the Albemarle Sound Area Conserved Products Association: Mrs. Warner Madre is now serving as treasurer of the Association. ' In 1962 the club decided to study the countries of the other continents and gave reports at the club meetings. By learning about the countries, we better understood the people. 1 Mrs. Fred Matthews served as State Chairman of the Music Committee in 1962. One of our present members was a charter member in organized club work, Mrs: Singleton Lane. She started in the tomato club. She was the first 4-H member from this county to win a trip to Chicago. Her project was bread making. Y About half of our members, have taken advantage of programs being offered by the College of the Albemarle. The following County Council Presidents have come from the Helen Gaither Club; Mrs. W. Q. Hunter; Mrs. T. E. Madre; Mrs. Colon Jackson ; Mrs. Fred Matthews; Mrs. Warner Madre. Mrs. Warner Madre has also served two terms as District Treasurer. j Today we are called the Ex tension Homemakers Clubs.
