C, Thursday, September 3, 1970 - Page Compensation Increases for Veteran 1971 ASC COMMITTEE ELECTIONS North Carolina farmers will vote !s September to select the community ASC committeemen to serve them for the 1971 committee year. They will take office on October l, 1970, and will serve through September 30, 1971. These local committeemen are responsible for the ad ministration of the various ASCS programs In their community. The programs include the production adjustment, price support, and conservation programs. They also serve as delegates to the county con vention for the purpose of electing the county ASC com mittee. This year's election will be held by mail. Ballots will be mailed to all eligible voters by September 1. These ballots must be mailed or returned to the local ASCS office by September 11. The ballots will be publicly tabulated on September 15. The farmer committee system of administration of farms programs has been in effect since 1933. From 1933 until 1938. committeemen were appointed by the Secretary of Agriculture. Since 1938 these committeemen have been elected by their fellow farmers. Farmers with questions pertaining to any phase of the upcoming elections are invited to visit their local ASCS office. FILE REQUEST FOR ACP COST-SHARING NOW! The month of August is a good time to sign up for ACP Cost sharing. Fall conservation practices include winter cover crops, permanent pasture, liming materials, open ditch drainage and tile drainage. Cost sharing is available for these and other practices. One of the most used fall practices is winter cover crops. Winter cover crops offer an opportunity for farmers to protect their land and derive other benefits at the same time. These cover crops can reduce plant diseases, improve the textures of the soil, and can be grazed consistent with good management. Many livestock farmers can help relieve the feed shortage a great deal by using winter cover crops for sup plementary grazing. Acreage diverted under the 1970 feed grain and wheat programs can be seeded to winter cover and may be grazed after October 1. Winter cover crops Include rye, wheat, oats, barley, crimson clover, vetch and ryegrass. The cost share rate is $2.00 per acre. FARM 8TOR AGE AND DRYING EQUIPMENT LOANS Farmers are urged to start thinking About adequate storage and drying equipment for this year's crop of grains and soybeans. To take full advantage of price support loans on grains and soybeans, it is necessary that farmers have their com modities in an adequate storage facility. Under the farm storage facility and drying equipment loan program, farmers may borrow up to 85 of the net cost of the facility and 85 of the net cost or $5,000 (whichever is less) on drying equipment with an interest rate of 62.5 cents per month for each unit of $100. For details of this loan program, farmers are urged to visit the county ASCS office.' Tony Jacklin. Here is a primer for farmers and their city cousins who want to follow the great corn blight epidemic of the 1970s. This information is provided by extension and research workers at North Carolina State University and other land-grant universities. First, the epidemic Is nationwide. Losses are believed to be staggering. Watch for the official corn forecast by the Crop Reporting Service on Sept. n. This will indicate the exact size of the loss. One estimate is that yields in North Carolina will be down by about 30 million bushels as a result of the disease and an earlier drought. If this is true, Tar Heel farmers may have to import as much as 50 million bushels of corn to feed their poultry and livestock. Second. Southern Corn Blight is caused by a fungus which can act with lightening speed. The fungus has been identifid as "Race T" of Helminthosporium maydis. This is a new race of the fungus. Winds can blow the fungus spores for several miles. Once the spores land on a corn plant, they can reproduce in four days and can completely dry up the leaves in 12 to 14 days. The spores are apparently not hurt by cold weather. Third, a possible cure for the disease is known. However, the cure is expensive and it cannot be put into effect in time for the complete 1971 crop. Here's why. The fungus attacks only hybrid corn which was bred through the use of Texas male sterile cytoplasm (TMSC). The use of TMSC has been a great boom to hybrid seed corn production because it eliminates the need of detasseling corn breeding stock by hand. From 80 to 90 percent of the nation's seed corn is produced this way. Seed producers can return to the old, time-consuming, labor consuming method of detasseling corn by hand. But it will add from $100 to $200 per acre to the cost of producing seed. Despite expected planting of seed corn this winter in Latin America, adequate supplies of hand detasseled seed are not likely to be available until 1972. Fourth, repercussions of the blight will be widespread. The Veterans Administration reported today that a bill the President signed August 12 will increase monthly compensation payments for most of two million veterans who incurred disabilities during military service. W. R. Phillips, Director of the Winston-Salem VA Regional Office, said the 8 to 12 percent Increases will be retroactive to July 1. He said veterans will receive their regular monthly checks for August on September 1, com puted at the old rate. Later, In early September most veterans will receive another check which will reflect the retroactive in creases for July and August. The following month-on October 1 - regular monthly checks will include the increases. Phillips stressed that since the increased payments are automatic, vete.ans need not contact the VA to receive them. He said the 12 percent increase goes to totally disabled veterans, including those who also receive additional compensation for such disabilities as deafness, blind ness, and the loss of - or loss of use of - arms and feet. Under the new rates, com pensation to veterans with a 100 percent disability rating will be raised from $400 to $450 a month.
