The new limit will enable some 50,000 North Carolina families to become eligible for FHA rural housing loans. Families living In the following North Carolina towns are now eligible: Arlington-Jonesville-Elkln area, Beaufort, Boone, Canton, Clinton, Dunn, Hen- dersonviho, i;iugn Mountain, Marlon, Morehead City and Mooresville. Others are Mount Airy, Newton; Oxford, Rockingham, Roxboro Longhurst, Smithfield, Southern Pines-Aberdeen, Washington, Waynesville, Whitevllle, Williamston, and Wllkesboro- North Wilkesboro. This new authority now applies to all regular Farmers Home Administration rural housing programs, such as individual housing loans, rental housing loans, site loans, and rural housing disaster loans. The legislation in effect changed the definition of rural areas so that now a rural area is a place of open country or one which has a population not over 10,000, as it Farm And Household Employees Can Request Income Tax Withholding GREENSBORO - For the first time, agricultural, household and certain other employes may choose voluntarily, if their employers agree, to have income taxes withheld from their wages under regulations published in the Federal Register for Thursday, March 18, 1971. J. E. Wall, District Director, said that final regulations authorize voluntary withholding on wages paid on or after January 1, 1971. Proposed regulations were published in the Federal Register on that date. Agricultural employers will report tax withheld on the annual Form 943 along with Social Security taxes. Beginning April 1, Agricultural employers will become subject to the same rules for depositing these taxes that apply to other employers. Until then, Social Security taxes are deposited in Federal Reserve and authorized commercial banks in accordance with the current rules. Income tax withheld on household workers will be submitted quarterly with the Form 942 or the Form 941, if applicable. The Tax Reform Act of 1969 permits the extension by regulation of income tax withholding, where appropriate on a voluntary basis, to certain types of income which are not subject to mandatory income tax withholding. Thus, employes not subject to mandatory income tax withholding may be able to avoid having to pay estimated tax if they request the newly allowed withholding and their employers agree. The new regulations cover most employes not otherwise subject to mandatory withholding. The regular rules on withholding rates agreements for additional withholding filing requirements etc. also apply to voluntary withholding. If there is no withholding an employee may request voluntary withholding by filing a Form W-4, Employee's Withholding Exemption Cer tificate, with his employer. The regulations provide a procedure for requesting voluntary withholding for a limited period of time. The agreement becomes ef fective when the employer ac' cepts it by beginning the withholding. Either may ter minate the agreement by notifying the other in writing giving proper notice In ac cordance with the regulations. Additional withholding, over SO. D. Veterans Administration The Director of the Veterans Administration Regional Office in Winston-Salem today reported 75,000 North Carolina veterans were insured for $603,145,000 under five governmetn life in surance programs in 1970. W.R. Phillips, Director said North Carolina veterans also received $4,301,000 in dividends during the year. The VA official's comments were based on the agency's recently released annual report on insurance operations. Nationally, Phillips noted, more than five million veterans were insured for about $38 billion last year, and income from all five insurance programs totalled just over $1 billion. The report revealed that VA paid nearly $301 million in death claims, and another $180 million as monthly income based on earlier claims. Other VA insurance trans action included payment of $30 million in disability benefits to one group of policy holders, and $52 million to another group whose endowment policies matured. In addition, Phillips said VA authorized a record $275 million in dividends to be paid this year to veterans holding World War I United States Government Life Insurance and World War II National Service Life Insurance policies. Veterans chose to leave about $52 million in dividends with VA to draw interest in 1970. Also during the year VA placed $105 million in policy reserve ac counts. VA's annual insurance report took note of the enactment of Public Law 91-291 last June which liberalized some aspects of the agency's Insurance operations. For example, one provision increased coverage of ser vicemen on active military duty under Servicemen's Group Life Insurance (SGLI) from a maximum of $10,000 to $15,000. Phillips said the law also ex tended coverage to reservists, members of the National Chard, and the Reserve Officers Training Corps while these groups participate in specific training exercises, and while travelling to and from such training. Although VA supervised SGLI, the program is operaed by about 600 private insurance firms under a group contract with a primary insurer. VA's annual insurance report is being distributed to members of , Congress, , service organizations, insurance firms and associations, state libraries and other public organizations. Mr. Johnson said that residents now living in places between 5500 and 10,000 who were previously not eligible and who cannot obtain housing loans from private sources, should contact the local FHA county office serving the County. In addition to receiving prompt action on their application, Mr. Johnson stated that sufficient funds were available to take care of all applicants applying this fiscal year. FHA rural housing loans arc made to individual families to construct a new home, to pur chase an existing home, or to improve an existing home. Loans are made on terms of 33 years and the present interst rate is 7- 1 4 per cent. Farmers Home Ad ministration is expecting to double its number of housing loans in North Carolina, said Mr. Johnson. We expect to loan over $90 million for housing in North Carolina. This new authority affords our agency an excellent opportunity to help thousands of North Carolina families who before were not eligible for our assistance and could not obtain financing from other sources.
