EXTENSION AND ENLARGEMENT OF THE WATER SYSTEM MAINTAINED BY THE TOWN. WHEREAS, the Board of Commissioners of the Town of Hertford deems it desirable to improve, extend and enlarge the water system maintained by the Town to provide a supply of water to said Town and its inhabitants; NOW, THEREFORE, BE IT ORDAINED by the Board of Commissioners of the Town of Hertford, as follows: Section 1. The Board of Commissioners of the Town of Hertford has ascertained and hereby determines that it is necessary that said Town im prove and extend the1 water system maintained by the Town to provide a supply of water to said Town and its inhabitants by the extension of watei distribution mains and the construction of water trans mission lines, including the acquisition and installation of the equipment, machinery and apparatus required therefore and the acquisition of the necessary lands of rights-inland. Said Board of Com missioners has also ascertained and hereby determines that the purpose hereinbefore described is a purpose for which said Town may raise or appropriate money, and is not a current expense of said Town. The maximum aggregate amount of bonds authorized by this ordinance shall be THIRTEEN THOUSAND DOLLARS ($13,000). - Section 3. No debt shall be contracted during any fiscal year by the issuance of bonds pursuant to this ordinance if the amount of such debt and of all other debt contracted during such fiscal year shall exceed, two-thirds of the amount by which the outstanding in debtedness of said Town shall have been reduced during the next preceding fiscal year, unless the incurring of such debt shall be submitted to a vote of the people of said Town and shall be approved by a majority of those who shall vote thereon. A statement of the debt of said Town has been filed with the Town Clerk and Treasurer of said Town, as required by said Act, and is open to public inspection. Section 6. This ordinance shall take effect thirty days after its first publication unless in the meantime a petition for its submission to the voters is filed under said Act. and. in such event, it shall take effect when approved by the voters of said Town at an election as provided in said Act. The foregoing ordinance was passed on the 27th dav of March, 1972 and was first published on the 30th day of March, 1972. March 30-April 6 Haste; Manager For Roy Sowers T. Erie Haste Jr. of Hertford will be Perquimans County manager of Roy Sowers' campaign for Lieutenant Governor. "I am very pleased that Erie Haste is joining our campaign," Sowers said in making the announcement. "He believes as I do that the office of Lieutenant Governor ought to be known as a , 'people's office' and he is Committed to helping me make that a reality." Sowers, a Democrat, is seeking his party's nomination for the state's number two post in the May 6 Primary Election. "Roy Sowers is familiar with our area through his work at Conservation and Develop ment," Haste said. "He un derstands us and our problems." Haste is co-owner with his father of Hertford Hardware & Supply Co. in Hertford and City Marina. Inc.. in Hertford and Elizabeth City. "Erie has an outstanding record of public service and I am pleased to have him and that ideal associated with my campaign," 'Sowers said. Haste is past president of the Albemarle Area Development Association, Perquimans County Chamber of Commerce and the Hertford Rotary Club. The warning was given today by North Carolina Agriculture Commissioner Jim Graham in the face of five cases of hog cholera being found in the state since March l. "During this quarantine any movement of feeder pigs is a misdemeanor under the laws of the state of North Carolina, punishable by fine or im prisonment, or both,'. Com missioner Graham warned, "both the buyer and seller will be prosecuted if these laws are broken.
