NATURE TRAIL These youngsters get close to nature at Camp Cale's nature trail in Perquimans County. Camp Cale's New Outdoor Attraction T:il.. T.lnH Pamh Tnla Pniincil Chairman of the Chowan Baptist Association, reports that the addition of a Nature Trail has been a real asset to Camp Cale's recreation program this summer. He relates that boys and girls attending the Camp have a real opportunity to see .Mother Nature at her best. The new outdoor attraction was installed as a result of a cooDerative agreement with the Albemarle Soil and Water Conservation District and is part of a total Resource Conservation Plan developed for Camp Cale. The idea being to conserve, enhance and contribute to the on going programs offered to. boys and girls from throughout the Albemarle area who attend during the summer sessions. Other items in the plan include the grading, re shaping and seeding of a play area to be used for softball and other outdoor activities. The seeding and vegetation of the recently sloped bank behind the bulkheads installed for shore erosion control is also planned in the near future. Assisting the District, the Nature Trail was marked and layed out by Soil Conservation Service personnel and with cooperative efforts of the North Carolina Forest Service points of interest were established which included the labeling and identifying of various tree species. The Nature Trail, being over a mile long, has cross paths which accomodate parts or all of the study area. The trail runs through the Camp's beautiful upland hardwood forest and borders several natural swamp areas. Pictured is a group on one of the tours through the nature study area. ' Mobile Home Law Insurance Commissioner John Ingram said today that he is confident that proposed federal legislation to regulate the construction of mobile homes would be rewritten so . that strong regulatory programs in states such as North Carolina would not be undermined. Ingram recently testified before the U. S. Senate Com mitteeon Banking, Housing a.id Urban Affairs that he is opposed to the creation of a federal bureauracy when private en terprise is prepared to protect the public from unsafe con struction of mobile homes. "The North Carolina ap proach seems the most reasonable beause it creates neither a federal nor state bureauracv," Ingram said. The North Carolina Depart ment of Insurance's engineering division monitors inspections by independent testing agencies of mobile home inspection plants to see that the mobile homes meet North Carolina standards as specified by the N. C. Building Code Council. Ingram said that his testimony before the committee collided head-on with mobile home manufacturers' statements in suppport of the federal legislation which would allow manufacturers to self certify that construction meets federal standards. The legislation, as presently writ ten, does not require plan ap proval and in-plant inspections to assure that the manufac turers are complying with the federal standards. Ingram said he was en couraged by remarks by Sen. John Sparkman, D.-Ala., chairman of the committee. Sparkman, one of the original signers of the bill, said that the proposed legislation "needs a whole lot of work" before it would be acceptable to Congress. After Ingram's testimony, Sen. William Proxmire, D. Wisc, assigned a member of his staff to work with the N. C. Department of Insurance in writing a committee sustitute which would not undermine effective regulatory programs in states such as North Carolina.
