NOMINATED Cove Grove in Perquimans County has been nominated for inclusion in the National Register of Historic Places by Dr. Thornton Mitchell, acting state historic preservation officer. The register is described as a national list of distinctive properties worthy of preservation because of their historical or other cultural value. Cove Grove was built, probably about 1830, for Benjamin Smith Skinner, a prominent planter, patron of education, and principal supporter of the Episcopal Church of the Holy Trinity in Hertford., The in i- r - - ' -s Mary Belch & Horse Bills Considered The General Assembly is presently considering several bills which will affect . the North Carolina Horse Industry. 1 Legislation to permit the N.C. Department 1 ; of Agriculture to control and eradicate equine infectious anemia, a horse disease, leads the list. The virus infection, known as EIA, is usually fatal to horses. Those contracting it through insect bites or contaminated instruments such as syringes,' etc,.! ' become lifetime carriers. There is no known cure or vaccination for EIA. In other livestock legislation the General Assembly is considering House Bill 1405 which would amend G.S. 44A-2.(c) which would extend the hen period for those engaged in boarding animals beyond the present 80 days. Improved economic status results from better health, which in turn results partly from family plan ning. In short, family planning means having the chance to decide, with personal freedom and dignity, how many children you want and when you have them. ' It creates the opportunity for all parents regardless of age, sex, race, income or creed, to improve their economcic status by having only the number of children that can be adequately taken care of within the family. Jim Lewis, the executive director of Albemarle Human Resources Development System re emphasizes that the goal of family planning , is to "strengthen the integrity of the family and to provide the family withh freedom of choice in determing family More Gas , Perquimans County has received an additional 65,000 gallons of gasoline for its March allocations. This gasoline will be distributed through local service stations. The additional gasoline came as a result of concrete efforts by Tom Brown, field co-ordinator for the Governor's Energy Panel. Brown presented the case to officials in Raleigh.' Reigion It's com prehensive Family Plan ning Program with the cooperation of health and social service agencies of the region, has as its major goal the improvement in quality of family life in 10 counties Camden, Chowan, Currituck, Dare, Gates, Hyde, Pasquotank, Perquimans, Tyrrell, and Washington, By talking to men and women ' about the im portance of planned families, the Family Planning Program aims to make every child a wanted child. An outreach worker is available in every county. Her job is to provide Educational information, transportation to and from clinics and to check in participants to make sure they are doing will in the following months. If need be, ,she also refers par ticipants' to other agencies for help in other health aareas. There is only one counselor for each area. She helps with case finding, For County Mayor Bill Cox, a service station operator himself said, "I think the allocations came about due to the ef forts of Tom Brown and his position as co-ordinator. . "I hope this will reduce the long fines," Cox added. Flower Show The Spring Flower Show. -which is sponsored by the Dunes of Dare Garden Club, Kill Devil Hills will be held at Kitty Hawk Elementary School April 6 from 2 to 5 p.m. and April 7 from noon to 5 p.m. The theme of the show ill be "The Moods of Spring."' : The public Is invited to attend the show. The Kitty . Hawk School is located on ..Highway 158 ' near (. the Wright Memorial Bridge. -m clinics, referrals and counseling in the area of contraceptives. All nurses on each team are registered nurses who aid the physician with the clinics. The nurses primary responsibility is the delivery of health sservices to the patient. Another aspect of family planning is the Permanent Birth Control Program, directed by DR. John Crawford (physician in clinics). Any male or female interested in and meeting all requirements for sterilization may take part in this program. Sterilization (vasectomy for men and tubal ligation for women) is a -permanent procedure, for preventing pregnancy. For further information call any family planning office. Within the educational field, family planning now has branches into teacher counselor training with one hour teacher -certification courses being offered in family life education. Many areas such as financial responsibility, 1 emotional aspects, contraceptives and teacher role in family life education are discussed in each course. Two separate courses are offered one on the elementary level and the other on the secondary level. School systems have responded positively and at the' present all family life education courses are succeeding with marked results. Mary Belch, Family Planning Program coor dinator, commented that family planning "includes more than the dispensation of contraceptives. It also provides medical j con sultation, physical examinations, prescriptions for desired contraceptives, laboratory testing, follow-up care, and education as well as outreach services." : As is evident by all clinic reports and ' the above comments, family planning has been and will continue to be a far reaching service in the Albemarle Area. . , A new program designed to increase the supply of wood available to meet our nation's future needs has begun in all counties in North Carolina. The federally sponsored Forest Incentives Program, known as FIP, became operational this spring across the United States. "Under this new program, a landowner can receive up Garden Month Observed Here The first 30 days of spring, March 21 to April 21, have been proclaimed "Home Garden Month" in Perquimans County in keeping with a statewide proclamation by Gov. James E. Holshouser, Jr. The County Board of Commissioners joined in the state observance the first of its kind in North Carolina by adopting a local proclamation suggested by W.C. Strowd, Agricultural Extension Agent. Strowd said special emphasis is being placed on home gardening by the N.C. Agricultural Extension Service in all 100 counties through a program called GIFE, for "Gardening Is For Everyone." "There is unprecedented interest throughout the state, in CP fl J. PARKER CHESSON Ghesson Completes PhD Requirements J. Parker Chesson Jr., Dean of Instruction of College of The Albemarle, completed requirements last week for a Doctor of Philosophy Degree (PhD) in Science Education. The degree will be conferred May 11 at North Carolina State University at Raleigh. The son of Mr. and Mrs. Chesson of Route 3, Hert ford, Chesson was a biology instructor at the college prior to his appointment as dean in July, 1973. Chesson received his Bachelor of Science and Master of Arts degrees from East Carolina University at Greenville. His thesis for the doc-, torate involved a study of the biology programs at COA, Sandhills Community College at Southern Pines and Southeastern Com munity College at Whiteville. . Chesson supervises all college instructional programs which include library services, hiring and evaluation of all faculty and staff in these areas,, scheduling of classes and developing new programs. "I thoroughly enjoyed teaching," Chesson said, "but my job now is a challenge." The dean plans to 75 per cent of the cost of reforesting his land, ' ac cording to , County Forest Ranger Lewis Stallings. "But this is for forestry work only," Lewis Stallings said, "and funds are not available under the Forest Incentives Program for planting windbreaks or putting in irrigation ditches. This program will increase the amount of wood growing cluding in our own county, in people growing part of their fruit and vegetable needs," W.C. Strowd said. "With assistance from North Carolina State University, the county extension office is attempting to respond to this high interest with useful information. We are also trying to attract as many new gardeners as possible." The Agriculture Extension Agent said "1974 seems to be the ideal year to have a garden," calling attention to rising food costs, gas shortages that promise to limit weekend travel and growing interest among families and individuals spending free time in a constructive manner. Printed materials on gardening and other assistance are available from the county extension office. two new programs in the fall - welding and medical secretary. Chesson is married to the former Wynda Lyne Chappell of Belvidere. The couple has two daughters, Daphne, six years old and Melanie, two. They make their home at 121 Pineview Drive. In addition to freshwater fishing, Chesson ' likes gardening and yardwork. His hobby is nature photography, and his camera is always with him when he travels. "College of The Albemarle contains a heterogeneous student body. It is a challenge to help students who did not do well in high school and want to go to college," the dean con cluded, ' Accepting Applications Albemarle Academy is now accepting applications for Kindergarten. Children, who will be five on or before December 31, 1974, are eligible. Tuition will be $325. . plus a $25. application fee. ; Application or information may be obtained by con tacting the school office (338-6141). Under the Forest Incentives Program, any individual, group, association, or corporation owning private non industrial commercial forest lands are eligible for assistance. The land must be capable of producing a merchantable timber crop and of growing at least 50 cubic feet of wood per acre per year. According to County Hanger Lewis Stallings, "If the land doesn't meet these minimum standards, it will not be eligible for assistance. Persons or businesses which regularly engage in the manufacture of forest products, such as pulp mills, sawmills, plywood mills, and so forth, are not eligible for FIP funds either." The Agriculture Stabilization and Con servation Service is ad ministering this program in consultation with the North Carolina Forest Service. In order to receive assistance under the Forest Incentives Program, the landowner needs a forest management plan which has been ap proved by the N.C. Forest Service, who will also make the field examination of the l.ind. Applications of cost sharing are made to the local ASCS office and ap proved by the county committee. Additional information on the Forest Incentives Program is available by 'conUclinfc the local office of the ASCS, or calling Perquimans County Forest Ranger Lewis Stallings at 297-2557. Social Security Increase Monthly social security benefits will be increased in two steps starting with checks sent out in April. The overall increase will amount to 11 per cent for most beneficiaries. Seven percent of that will be included in checks delivered in April. The other 4 percent will be included in checks delivered in July. People getting social security don't have to do anything to get the higher payment. The increase will be added to checks automatically. The increase will enhance the financial security of about 30 million people who get social security retirement, disability, and survivors benefits. Average social security retirement payments will increase from $167 to $179 a month starting with payments in April and to $186 starting with payments in July. Average social security disability payments will increase from $184 to $197 a month starting with payments in April and to $206 starting with payments in July. Average survivors payments to a widowed mother with two children in her care will increase from $391 to $418 starting with payments in April and to $435 starting with payments ' in July. The percentage rate of social security deducations from covered earnings remains 5.85 percent each for employees and em-., ploy ers and has been reduced from 8 percent to 7.9 percent for self-, employed people. The amount of yearly earnings subject to social security deductions has . been increased from the first $12,000 to the first 413,200 for 1971 1
