heard the following cases at
the Wednesday session:
; . Charles Mason . Mallory,
charged with reckless
driving, received a 90-day
sentence suspended for 2
years, a fine of (100.00 and
costs, and ordered not to
violate any law for 12
'"months;
Poppy Markham, charged
with larceny, was given a 30
day sentence suspended for
2 years, a fine of $50.00 and
costs, and placed on
probation for 3 years with
the usual terms - obey
Probation Officer relative
to curfew and associates;
.Wallrand M. Spivey,
charged with being in a
public drunk (2nd offense)
received a 90-day sentence
suspended for 2 years, a fine
of $25.00 and costs - 2. was
.ordered to report
voluntarily to the Mental
'Health Clinic in Elizabeth
City for treatment and abide
by any treatment
recommended;
1 Richard Flynn Surratt
was found guilty of
possession of controlled
substance and was given a
fine of $200.00 and costs,
placed on Probation for 3
years, to abide by any
curfew imposed upon him
by the Probation Officer,
and not to have or consume
in any manner any
controlled substance or
alcoholic beverage;
The charges of driving
under the influence, assault
of Officer, and resisting an
Officer, were consolidated
for judgment in the case of
John T. Felton. The
defendant was given a 6
months sentence. An appeal
Sanford Scholarship
A new scholarship
competition, named in
honor of former Governor
Terry Sanford, was
announced recently by
North Carolina School of the
Arts trustees chairman Dr.
James H. Semans.
.The competition for four
full scholarships will be
"Friday, March ,7, on the
School of the Arts campus in
Winston-Salem. It will be in
the form of auditions for
admission to the School for
the 1975-76 academic year.
' , Applicants must be
residents of North Carolina
who are currently enrolled
in grades seven through
"twelve. The deadline for
applications is March 1.
A full scholarship will be
awarded to the candidate
presenting the best audition
in each of four arts fields:
dance (ballet and modern),
theatre design and
production (including visual
arts), drama (primarily
acting) and music
(including orchestral
instruments, keyboard und
voice).
, The awards will be
applied to the 1975-76 tuition
and fees at the school,
ranging from $1545 for high
school students to $2224 for
college students. The
amounts include room and
board which will be
granted only to students
Candidate For
District Office
Mrs. Joan S. McNair, a
second grade teacher at
Perquimans Central
grammar School, is a
candidate for the vice
president of . the North
Carolina Association of
Educators in District 15.
That district - serves
Northeastern North
Carolina. Elections will be
held Feb. 26.
- Mrs. McNair is president
of the local , NCAE
was noted and the case was
placed on the Superior Court
Docket for trial;
Linwood Jackson was
found guilty of violating his
probation and the probation
was revoked. An appeal was
noted and Bond continued;
Preliminary hearing was
waived in the cases of Frank
Miller, III, and Tony Bunch,
each charged with
breaking, entering, and
larceny;
McKinley Windley
charged with driving under
the influence and reckless
driving, received a 90-day
sentence suspended for 2
year a fine of $150.00 and
costs, ordered not to violate
any laws for 12 months, and
not to operate a motor
vehicle intil privilege is
reinstated by the
Department of Motor
Vehicles. An appeal was
noted and Bond was set at
$100.00;
Carl Richard Ownes was
found guilty of violating his
probation, and his probation
was modified and extended;
Marshall Leroy Bateman,
charged with possession of a
controlled substance,
(notice of Probation
violation waived) was given
a 60-day sentence suspended
for 3 years, a fine of $100.00
and costs, ordered to be
under the direction of
Probation Officer - not to
possess any controlled
substance during period of
probation - obey Probation
Officer relative to curfew
and associates - obey
parents, and not to operate a
motor vehicle except from
school to residence, to work
and to parents home. 60-day
sentence at the expiration of
above sentence with
imposed suspension upon
same conditions;
who elect to live and
eat on campus.
Candidates for the
competition who do not win
a scholarship will be given
full consideration for
admission and financial
assistance according to
individual talent and need.
In making the
announcement, Dr. Semans
cited Sanford for his role in
founding the school in 1963
when he was governor.
He said, "It was Terry
Sanford who recognized the
need for first rate arts
education across the
Southeast and who saw the
potential for North Carolina
to take the lead. Without his
support and leadership it is
doubtful that the school
would be a reality today,"
Sanford, who is now
president of Duke
University, expressed his
appreciation for having a
scholarship at the School of
the Arts in his name. In a
letter to Chancellor Robert
Suderburg, h e
complimented the school on
its growth and progress
during the first decade.
Chancellor Suderburg
said, "We are proud to be
able to offer the Sanford
Scholarships to the students
of North Carolina, following
in the established tradition
of ' the Morehead
Scholarships."

charged with driving under
the influence, received a 90
day sentence suspended for '
2 years, a fine of $100.00 and
cost ordered not operate a
motor vehicle until privilege
is reinstated by State, and'
not to violate any laws for 12
months - restricted permit
allowed; : ; ' v
Donald William Morgan,
charged with assault, was
given a 6 months sentence
suspended for 2 years, a fine
of $250.00 and costs, ordered
not drive until duly licensed
by Department of motor
vehicles, and not violate any
laws for 2 years. An appeal
was noted and Bond
continued;
James Ray Reid,
charged with possession
of controlled substance,
received a 90-day sentence
suspended for 2 years, a fine
of $250.00 and costs, and
ordered not to violate any
laws in North Carolina for 12
months. An appeal was
noted and Bond continued;
William Jernigan was
found not guilty of injury to
personal property;
A motion to dismiss was
allowed in the case of James
Henry Marrow, charged
with possession of a
controlled substance;
Lue Ellen Felton was
taxed with a fine of $10.00
and costs on a speeding
charge;
Logan Rawlinson Elliott,
Jr. was taxed with costs of
court when found guilty of
speeding and exceeding a
safe speed.
Interested students should
apply without regard to
previous training or
experience. The Sanford
Scholarship Competition, as
all school auditions, will be
judged on the potential
talent demonstrated rather
than the level of proficiency
already achieved.
Students currently
enrolled in the School of the
Arts will not be eligible for
the competition.

Commission office here
January 29, announced that
jobless workers filing their
first claim for
unemployment insurance
benefits will not be required
to wait one week before they
become eligible for
payments.
The General Assembly
January 29, ratified a bill
which eliminates the one
wek waiting period from the
State unemployment
insurance law.
Under the old law, jobless
workers received payments
beginning with their second
week of unemployment.
"The new provision,"
explains Mrs. Bond, "does
not mean workers are
entitled to an extra
payment. A person entitled
to 26 weeks of benefits will
still receive payments for 26 i
weeks, but they will cover 26
weeks of unemployment)
instead of 27.
"The bill essentially
means payments will begin
one week earlier."
Unemployment workers
establish their benefit year ,
when they file their initial
claims for payments.!
Workers still attached to
payrolls establish benefit
years on the first day of the
payroll week.
