To Be
. In order to clear up
- rumors that there will be a
reorganizing in Perquimans
County Schools next year,
two school officials have
made statements on behalf
of the Board of Education
concerning the proposal.
School superintendent
.C.C. Walters and assistant
superintendent Pat Harrell
recently revealed that a
thorough study will be
undertaken during the
school year 1975-76 to see
how school facilities can
best be ' implemented to
place students of similar
needs together. However,
the two pointed out, that no
action to reorganize the
schools in Perquimans;
County will be taken during
the next school year. All
schools will operate in 75-76
as they have this year.
- In order to conduct the
study, Walters and Harrell

meetings will be held all
over the county in order to
allow the Board of
Education to ' present
several proposals to the
public and in turn, to allow
the public to react and have
input - into the study.
Following these community
meetings, a decision will
then be made.
Officials stated two major
reasons why the study was
being continued. The first is
to get public reaction, and
secondly, in order to
implement effective
programs at an schools,
adequate time is needed to
obtain fiscal and
constructinal resources.
Officials pointed out that
the Perquimans County .
Board of Education should
be commended for their
forward : thinking in this
matter.

THE
Fife And Drum Corps
To Present Program
The Perquimans County
Historical Society and the
Hertford Fifes and Drums
will present a program on
Sunday afternoon at 3 p.m.
in front of the Perquimans
County Courthouse. The
event is to call attention to
the fact that 200 years ago
the 1st battle of the
Reveloutionary War was
fought on April 19th. Ray
Winslow, local historian and
officer of the Historical
Society will narrate the part
that this area of North
Carolina played in the early
stages of the War.
- The Hertford Fifes , and
Urums, under the
leadership of Drum ' Major
Billy White, ; will perform
several musical numbers of
the Colonial period used by
the North Carolina Militia.
The North Carolina Militia
Flag, the only one of its kind
in existence today;' will be
, displayed for the first time
at this program, The flag
was hand made by Mrs.
Miriam Haskett especially
DRIVER NOT INJURED
Two different one
vehicle accidents
occurred Monday in
Perquimans County The

estimated $3,000 damage
' When , driver Eugene
Perry of Rt. 1, Colerain,
N.C. lost control of the
truck belonging to
Lassiler Logging
Company' of Colerain
and it turned over. The
driver received no
1 injuries and was charged
. with driving under the'
influence of intoxicating
1 liquor. The accident
occurred around 3 p.m.
. Monday just south of
Hertford on U.S. 17. The
Hertford Volunteer Fire
Department was called to
wash down the road
where gas had spilled.
' Investigating trooper was

Another accident
occurred Monday at 7:55
a.m. at Whitehat Road in
Perquimans County when
Clyde Leon Russell of Rt. ,
3, Hertford driving a
truck used to carry farm'
chemicals came to a T-
t intersection, The truck's
'brakes failed and Russell
crossed the intersection ,
and the truck overturned
" across the road Into a
field. Russell was taken
to Albemarle Hospital for .
treatment of a broken,
collar bone and
lacerations. Investigating
the accident .;, was

Citizens of the area are
encouraged to attend this
program as one of the .first
events of the Bicentennial
celebration in Perquimans
County.
The Hertford Fifes and
Drums is a musical corps of
13 members from age 16
years up. The Fife and
Drum Corps was formed in
November 1974 to provide
martial music for parades
. and historical civic
programs. The purpose of
; the.Cprpsj is td perpetuate
the sound of ancient fife and
drum music,, and to bring to
life a part of our colonial
history.

The Perquimans County !
Board of Education met in
regular session on Monday,
April 7, at 8 p.m. in the
Superintendent's office. All
members were present.
- The Chairmas called the
meeting ; to-order. The
minutes of two previous
meetings were read and .
approved. "
Plans for improvement of
the lighting -system on the
athletic field at Perquimans
High School were discussed ;
by the Board. Final plans
for sending a delegation to
the Annual Convention of the
National School Boards
Association were discussed.
The ' Board scheduled
meetings for Tuesday, April '
8th. and Thursday, April
10th for the -purpose of
evaluating personnel for ;
continued employment.
After a thorough
discussion of the matter,
. motion was made, seconded
and passed to employ the
firm of Newberry, Ashford '.
and Associates of Raleigh to
serve as Architects for the
Board. This firm will work
with the Board , in
development of a master.,
plan for the effective use of
suitable present facilities,
and make recommendations
for the replacement of
inadequate facilities.
In other business, the;

amendment to the ESEA
Title I Program which
brings that program in line .
for the total expenditure of
$164,019 for the year.

seconded ' and passed

The Unit carries a hand
made replica of the North
Carolina Militia Flag used
in the Battle of Guilford
Courthouse in 1781, also an
American '76 stars and
stripes flag along with a
special designed unit flag.
The 13 member corps, the
number of the original
colonies, is composed of 1

Motion was made, seconded

and ESEA Title I Director
for a new one year term
beginning July 1, 1975.
The Board approved a
policy which deals with the
Privacy Rights of Parents
and Students. A copy of this
policy is on file in the central
office and in the school
office at each school.
In other business the
Board approved an OSHA
Policy for the - school
system. This policy is
designed to promote safe
working conditions for the
employees of the Board of
Education.
On , motion duly " made,
seconded and passed the
Board voted - to hold a
Teacher Appreciation
- Dinner for ; the county
teachers. A report on
program and staff activities
was given to the Board.
There being no further
business at this time, the
meeting was adjourned by
the. Chairman.

Work will soon resume on
the U.S. 17 Park project,
According to Ann Young,

Board Develops
Policy For Viewing
School Re cords
Perquimans County
school officials have
recently announced the
local policy for allowinc
parents, guardians and 18
year old students to review
student school records.
The Family Education
Rights and Privacy Act of
1974 has been drawn up
locally. Aiding those in the
Perquimans school system
with this policy was Ms.
Susan Allen, legal advisor
with the Northeast Regional
Educational Center in
Grifton, N.C.
School officials stated,
"The Perquimans County
Board of Education
recognizes the right of any
parent, guardian or student
who has reached age 18 to
review the school record of
the student. The following
regulations shall be adhered
to in this matter:
1. Prior to the review of a
school record a request
must be made to the
principal to see the student's
record.
2. Notification that the
student's record is available
shall be made within five
days after the request is
received.
A two vehicle accident
last Thursday morning
resulted in the injury of six
people. The accident
occurred at 9:30 a.m. on
U.S. 17 by-pass intersection
of rural paved road 1300 in
Perquimans County.
The two drivers involved
were Johnie Floyd
Matthews of Rt. 3, Hertford,
driving a late model pick-up
truck and Elsie Biggs
Edwards of 1710 Crescent,
Elizabeth Citv. the driver of
a late model passenger car.
The Matthews truck
approached a stop sign at
the four-road intersection
and pulled out in front of the
car driven by Ms. Edwards.

Attention :
Blood Donors
The Red Cross Bloodmobile will be in Hertford at
the First United Methodist Church on April 21 from 2
to 6 p.m. The visit is being sponsored by the
Perquimans County Jaycees.
This is the first time the bloodmobile will be in
Hertford in 1975 because of a lack of anticipated
participation on the part of possible blood donors.
Therefore, the Jaycees urges the public to please give
so this valuable service may be continued in the
future.
Local School Team To
Attend Convention
Several members of the
Perquimans County School
Board of Education will
attend the National School
Board Convention in Miami,
Fla. April 19-22.
Some of the topics to be
discussed that have been
indicated to be of interest to
local school officials are:
How to Expand Learning
Opportunities in Small
Districts; How to Handle
Your Board's Responsibility
r o r Curriculum
Improvement; Coping with
Declining Enrollment, and a
list of other school related
sessions will be held from
Saturday through Tuesday.
3. The record shall be
reviewed at the school in
which the student is
currently enrolled. The
review shall be in the
principal's office.
4. Request for records to
be released to another;
school, agency or individual
shall be filed with the
principal.
5. Any parent or student
who wishes to challenge the
accuracy of any information
in the record of a student
will have the right to a
hearing. A written request
for the hearing must be
made by the parent or the
student. The hearing must
be held within fourteen days
of the receipt of the request
in the school's
administrative office. The
hearing will be before the
school principal who will be
empowered to correct,
delete or modify any
information on the record
which he decides to be
incorrect or inappropriate.
6. Any parent or student
who is disattisfied with the
principals decision may
appeal to the local

and both vehicles came to
rest in the intersection.
Matthews was charged with
failing to yield right of way.
Matthews, Edwards and
four passengers in the
Edwards car were taken to
Albemarle Hospital for
minor injuries and released.
Passengers in the Edwards
car were Lydia Hale of
Camden, Ann Lewis of
Elizabeth City, Audrey
Tuttle of Elizabeth City and
Sandra Anderson of
Camden.
