"There is a real distinction between providing the facts, pointing out possible alternatives, and actually making the decisions," he added. - The state conservationist pointed out that there is one possible exception to the general policy. "The policy of the U.S. Department of Agriculture, and therefore of the SCS, is to encourage protection of prime agricultural land from encroachment. But even in this case SCS - soil conservationists and other employees can probably be most effective when they offer local people workable alternatives to taking good land out of fanning. White III of Hertford was among some ; 2,700 seniors and graduate students to receive their degrees at North Carolina State University on Saturday, May 14. White, the son of Mr. and Mrs. C.E. White Jr. received a bachelor degree in mechanical engineering. With the conferral of the 1975 degrees Chancellor John T. Caldwell raised his total to 61 per cent of all the degrees conferred in the University's 86-year history. Fields of study, represented by the graduates included all of the University's 80-plus bachelors degree fields, 65 masters degree fields and 46 doctoral areas. Ninety seven of North Carolina's 100 counties were presented by the graduates.
