(SCS Photo) Application Is Approved For Plans North Carolina's fifth and largest resource conservation and development project has been approved for planning by the Secretary of Agriculture, The newly approved project is the Albemarle RC&D Project, which covers 10 counties in the Northeast segment of the state the' area known as the Albemarle. The ten counties in the newly approved project are Perquimans, Gates, Chowan, Washington, Hyde, Camden, Pasquotank, Tyrrell,'' Currituck and Dare. They include some of the most scenic areas of the North Carolina l Coast, including Nag's Head and Kitty Hawk, the site of the Historic "Lost Colony," and some of the best waterfowl hunting areas. ; : ' While RC&D projects heavily involve local leadership and initiative, and use the professional services of many agricultural and other agencies, the Secretary of Agriculture has assigned USDA leadership to the Soil Conservation Service. Such projects serve every state in the nation. . General goals of RC&D projects include better land use planning for orderly growth, improved development of soil, water and other natural resources, the best crop production methods and water resource development. Other objectives carried out by North Carolina's existing RC&D projects include housing, economic Ms. White Is On HSA Board T.R. Spruill, Chairman of the Albemarle Regional Planning and Development Commission, has announced the completion of the designation of Board Members for the four Region Health Service Area. (HSA) Board. He said the final compromise of the Board size gave Region "R" a total of 13 members who -will be a part of the 53 members Board serving 29 Eastern Counties. ' Spruill said each of the ten County Board of Commis sioners in Region "R" designated their representa- tion, and the three elected ' by the Albemarle Commis sion came through' nominees from the ten coun ties. Trails development : including new industry where needed education opportunities, transportation, health and sanitation, and other community facilities. Recreation, tourism, development of historic sites and similar programs have been included in many of the existing Tar Heel projects. As a result of the approval of the Albemarle Project, the - Soil Conservation Service will provide a professional conservationist as coordinator of the project, select a site and open a project office, and provide secretarial services. The coordinator will be picked from the ranks of professional employees of the Soil Conservation Service. . Under the resource conservation and development concept, local leaders including such sponsors as county commissioners, soil and water conservation district supervisors, farm organization members and other leadership groups determine objectives, assign priorities to them and then go to work to accomplish these objectives. ' This means that the project will be closely responsive to the actual needs of the area involved, whether on the local level, county level or involving the entire project area.
