Phonal ai-4444 , , Titter, N. C ' If a good working knowledge of the past, the present and the probable future of coastal North' Carolina is a prerepuisite for membership on the N.C. Coastal Resources Com mission, David Stick of Kitty Hawk is qualified for membership. In fact, Stick is a suitable chairman, of the. Com mission, considering the credentials he brings to the task. With a background in historical research, land development, local government leadership, and service to the- state and region Stick has provided much direction and insight to the Commission in the two-and-a-half years he has served. Stick's philosophy of service came out clearly in a recent interview. Com mission members are nominated by local governments and appointed by the Governor according to several occupations or areas of expertise. In commenting on the com position of the Commission, he pointed out that he was selected as the member with experience in land development. He didn't say he was representative of land development; he sees his job not as a lobbyist, but as a provider of expertise, "to recognize matters that will have an effect on land development and to acquaint the other mem bers of the Commission with the intricacies and problems of land development." The area of the outer banks he has been carefully developing for 18 years depicts his attitude that it is "the responsibility and obligation of developers to understand any hazards in an area in order to eliminate any future problems for themselves and the people they sell tneir land to." Stick is confident that the Coastal Area Management Program can . offer developers the guidance they need to work in har mony with nature and the growth desires expressed by coastal communities. ut he feels,.. Jhat development interests will need to be more vocal in the coming year of the program. Pioj426 -7659 J David Stick has laid out a busy schedule involving the selection of Areas of Environmental Concern along with their appropriate uses, development of a permit for these Areas to be issued by local agencies or the Commission and efforts to streamline ' the existing permit system which governs much of the con struction activity along the coast. Stick will tell you that with land use plans in place (they were... approved this year) and a framework to manage. .fragile areas, coastal citizens have the tools they need to propel themselves toward the goals they have set for growth or preservation. As a former chairman of the Dare County Board of Commissioners, David Stick recognizes that the most appropriate center of control over local affairs is at the local level. Therefore, he has been mindful to steer the Coastal Resources Commission along the path layed out in the legislation which established the program: the role of the Commission is to provide support and establish standards; coastal citizens working through their local governments have had the responsibility for producing their own land development plans. ; And they have produced local plans 52 in all are now in effect. They -are' scheduled for local follow up review at least every five years to keep them in line with changes in community desires or development patterns. Stick feels local control and flexibility will be the lifeblood of the program. Meanwhile the Com mission will be the bridge between local governments and the state and federal agencies operating programs in the coastal area. This service is an unwritten part of the Coastal Area Management Act. It occured automatically when the Commission was con structed of coastal residents from nearly every walk of life. .If all of this brings a sparkle to David Stick's eye, it is because has been a part of the Coastal Area Management Program since it began. He was a member of the panel which undertook the first study of the estuaries under the direction of the General Assembly: working from the findings of that panel he helped author the first draft of the Coastal Area Management Act. The Governor appointed him to the initial Coastal Resources Commission and his fellow members elected him vice chairman in 1974.
