Jones, United States House of Representatives, Washington, D.C. Dear Mr. Jortes: In this week's Perquimans Weekly, our local Hertford newspaper, there is an article of which I am enclosing a copy, that concerns me deeply. According to the article, "...an Executive Order is forthcoming which would close all public lands to all types of off-road vehicles. The an ticipated order would amend order number 11644 issued February, 1972 which states that public lands are open to off-road vehicles unless sufficient reason exists to believe there is econological damage of an irreversible nature." The article goes on to state that according to Toni Zindel who is president of the Cape Hatteras Anglers Club, the order would close public lands to off-road vehicles, specifically those of a four-wheel drive type, and that no hearings are being held on this matter for input and com ments from the public. . If what I have stated in the above is factual and the Federal Government does, in fact, intend to close public lands to off-road vehicles, I personally feel this would be an awful mistake as far as the North Carolina Outer Banks are concerned. For several years I have driven on the beach in licensed 4 WD vehicles and enjoyed surf fishing from Oregon Inlet to Hatteras Village, as many of your constituents have. I have seen hundreds of beach vehicles concentrated in good fishing areas. I have seen millions of dollars spent on sand bagging and dredging operations that were negated by one good north-easter. None of these things affected the beach one iota. I have come to the conclusion that the ocean and beach have minds of their own. The beach is constantly changing from the daily actions of the high and low tides and from the seasonal storms. This is the way it has always been and the way it will always be and anyone who thinks that a few vehicles can cause even a minuscule of the beach . degradation caused by one 24 hour storm is not being realistic. The National Park Service has the power now to cite law violators, and laws exist against hunting and property damage on Federal land. If these are enforced, this is suffi cient. Let's not go overboard on this thing until all view points have been considered. I will deeply appreciate anything you can do to discourage this order. Also, I am sending a copy of this let ter to Senator Helms, soliciting his support and to the editors of The Perquimans Weekly in Hertford and The Daily Advance in Elizabeth City. Hopefully, many others will write to you for your support in this cause. GEORGE A. WHITE JR. 214 Crescent Drive Hertford, N.C.
