Association of Counties
(NACo). :
Participants at the con
vention representing the
counties of Bertie, Chowan,
Gates, Hertford, Martin and
Perquimans did not stop
there however. They con
tinued to spread the AFP
word by way of' a booth
display featuring a slide
program and 12-page
newspaper handout explain
ing the rather unique AFP
concept as well as current
and future programs spon
sored by the alliance, The
booth, constructed by the
School of Design at N.C.
State University, featured
artistic representation of
AFP involvement areas
done by Mrs. Howard
. Hunter of Ahoskie, Hertford
County art teacher, and Ms.
Jennifer Franks, Third Cen
tury Artist in the region.
In making the award
presentation, NACo officials
pointed out some AFP pro
gram areas that were
noteworthy. Programs such
as the Access to
Mainstream Project which
deals with pre-school age
handicapped children and
Leadership Development
Program were for educa
tional administrators just
two of those considered
outstanding. The AFP
organization also continues
its Elected Boards Institute
sessions which are basic to
its philosophy of ac
complishment through the
cooperation of the elected
boards in each of the six
counties. Another AFP
program now underway
with limitless potential is
the officially titled,
"Cultural Change and
Stability in theAlbemarle
Region: A Historical and
Archaeological Study" and
has already realized first
year funding from the Na
tional Endowment for the
Humanities in the amount of
$37,188. And development
continues daily on another
AFP-sponsored project, an
outdoor environmental
education center to be
located along the Chowan
River on 3,810 acres of land
donated for that purpose by
Union Camp Corporation.
Alliance for Progress has
not, however, stopped with
these projects, but rather
continues to consider pro
gram areas that would
benefit the citizens of the six
counties involved. Work has
been continuing for some
time on the possibility of a
centralized computer
system to serve the six coun
ties and county represen
tatives have been looking
into the concept of com
munity education as a possi
ble future direction.
Projects, programs and
ideas such as these is why
the nation is becoming
aware of northeastern North
Carolina and its involve
ment in a unique concept
that continues to work
known as Alliance for
Progress.

: New Homebound Service
During the past year, the Perquimans County Library has
been trying to make itself more accessable to the public,
first through longer operating hours and second, through
bookmobile service to all parts of the county. Despite all
this, a large number of people in the county still cannot take
advantage of the library or the bookmobile because they
lack transportationare handicapped, or are too sick to
travel To reach this group of people, the library is offering
a homebound library service in which members of the
library staff will visit in the homes of these people with
books, large print books if necessary, and magazines or
other informative material on a regular basis.
It is not necessary for a person to be permanently
disabled or especially old to take advantage of this service.
Some special circumstances, such as a broken leg, may pre
vent a library patron from visiting the library or a
bookmobile stop'. For those who really cannot visit the
library in town or visit a bookmobile stop, the library will
call on them is a phone call or post card is received.
Members of the library staff are encouraging all
teachers, ministers and social workers to invite people they
know to take advantage of this service. Anyone desiring
more information can call the Perquimans County Library
at 426-5319.
New Books
Up From Nigger by Dick Gregory covers the span of the
author's life and the events surrounding it from the mid-60's
to the present.
Four Stories by Ingmar Bergman contains stories as
strange and unsettling as his movies.
Long Time No See by Ed McBain is an 87th Precinct
mystery involving the murder of a blind man.
Ride the Blue Riband by Rosalind Laker is a romantic
suspense novel involving the inheritance of a fine old house
and a family's secrets.
Trial Valley by Vera and Bill Cleaver is a sequel to the
book and movie, Where the Lillies Bloom. It deals wit the
problems of the Luther family and a daughter's grcwing
pains in a changing world.
