PARKER NEWBERN AND BOBBY HARRELL Christmas Parade Co-Chairmen Perquimans County Jaycees. To The Editor: Can "WE THE PEOPLE" do unto ourselves as we would have others do unto us? An example is the best measure of our integrity quotient. By merging our southern and northern jurisdictions, our Scottish Rite can promote harmony between our states. By making the bottom line of their pay schedules that amount which will enable their lowest paid employees to pay net income taxes, our Bankers can lead the managers (those of us with a say in how much any one of us will be paid) of our free (responsible) enterprise economy to enable us to operate our Republic with a budget surplus. By limiting the terms (years) any one of us may serve as a manager in any one position in our Governments, Businesses, Unions, Schools, and etc., we can improve the quality of our systems. By staffing our military treatment facilities, our doctors can demonstrate some understanding of the inherent responsibilities of citizenship in our Republic. By living within our laws, we strengthen our Constitution (social contract). Ignorant, mentally maladjusted and minatory automa tions run dictatorships. Knowledge being the route to liber ty (opportunity), an Education Department will help each of us do our share to provide for the "common defense and general welfare" of "WE THE PEOPLE." HUGH D. Tax Management FARlf INCOME TAX MANAGEMENT Careful income tax management, perhaps with the assistance of a farm tax consultant, will usually reduce income taxes substantially according to Charles E. Hammond, Area Management-Marketing Specialist. Some farmers pay several hundred dollars more than they need to because of their failure to take advantage of the number of ways of reducing or deferring tax payment. A number of tax manage ment techniques require at tention before the end of the year. The first step is to estimate 1977 taxable in come, to determine the size and types of tax problems. Complete and up-to-date financial records are essen tial to make this estimate. Consideration should be given to the timing of major capital purchases. Invest ment credit and regular and optional first year depreciation can have a significant impact on the in come tax liability for the year. Scheduling sales of com mondities and capital assets between this year or next can provide substan tial tax savings. Year end purchases of next years feed and sup plies is still a tax manage ment tool, but should be used with some caution as the IRS may challenge these expenditures if it ap pears a "material distor tion of income" occurs. Be sure to maximize all personal exemptions, de ductions, and allowances. Pay reasonable wages to children for farm work. If you are involved in a partial or complete sale of the farm business, consider dividing sales into two or more tax years or using the installment sale procedure.
