?THE PERQUIMANS WEEKLY Volume 35, No. 19 USPS 428-080 * Hertford, Perquimans County, N.C., Thursday, May 10, 1979 15 CENTS Board Has Variety Of Items on Agenda f&t \ . ? * . * The Perquimans Coun ty Commissioners met on Mbnday in regular ses sion with all commis sioners present. The first item of business was the reap pointment to the Library Board of Etta H. Turner, jfler two-year term will vcpire in October 1980. Roofing bids for the Agriculture Building which houses the Social Services Department were discussed. Since the bids were incomplete, a decision could not be reached on the roofing issue. A short discussion of budget concerns followed, but it was decided to table any budget matters until the following even ing when the first of several county budget sessions will be held. The first public budget hear ing was at 8 p.m. Tues day evening. Allen Copeland of Copeland Communica tions, came before the commissioners to ask ibout renting space on he county radio tower or a community epeater. This community -epeater would .etransmit signals of mobile radio equipment and base stations of business concerns. The 500 foot tower presently plays host to two other such repeaters in addi tion to the county's mobile radio system. Copeland learned that he could rent tower space at a rate of $.50 per foot of height above the ground and on a notto interfere basis with the Sheriffs Dept. broadcast antenna. Floyd M atthews reported to the commis sioners on the status of the continuing soil survey being conducted in the county. The survey is sponsored by the Soil Conservation Service with a federal grant. Mat thews said mapping was 60 percent complete. The accelerated soil survey is about 50 percent com plete near the three year ? mark of the six year pro gram. From six to eight weeks is the average time required. At the same time, many employers will refuse to hire a person without a Social Security number because of the potential record keeping problems it poses. An employer needs the correct Social Security number to report the employee's wages for Social Security purposes. Each applicant for a Social Security card must provide evidence of age, identity, and U.S. citizen ship or residency status. The type of evidence and how it can be submitted depends on a person's age. People 18 or over ap plying for a card for the first time must apply in person at the Social Security office. To establish age and Local Man Held Waymar Billups was arrested late Monday afternoon in New York City by special agents of the FBI on a fugitive warrant for inter-state flight to avoid prosecu tion. Billups, a Hertford native, offered no resistance at his arrest. Billups is a suspect in the armed robbery and footing of Isaac Lowe at *s residence, 212 S. Edenton Rd., Hertford, last Feb 19. Lowe suf fered one bullet wound in the face, one in the neck and one in the face dur ing the robbery. According to Hertford Police Chief, Marshall Merritt, the police department developed the information on March 21 that led to the arrest warrant in the case. citizenship, persons should bring an original (not photocopy) birth cer tificate or church record of birth or baptism. If neither of these is available, another docu ment may be used if it shows the date of birth or age. A second record, such as a driver's license, voter registration, passport, or marriage record, is also needed as evidence of identity. People under 18 may apply for a card either in person or by mail. They can call and ask the Social Security office to send them a copy of the application form SS-S. The same proof of age and identity is needed as for people over 18. All applications are sent to the Social Securi ty central office, checked against existing records, processed, and the cards are sent directly to the person applying for the number. The Elizabeth City Social Security office is located at 111 Jordan Plaza next to Southgate Mall (pbone 338-2161) and is open 9 to 4:30 weekdays. Lene is the only remaining charter member of the Lions Club. Tbe ban quet was held Thursday evening. _ a presented a petition from residents requesting that State Road 1301 be ac cepted by the state for road maintenance. The commissioners passed a motion that requests the state to accept the road. The County Water Works was discussed. The county presently has about 1,600 water customers. County Finance Officer, Durwood Reed suggested that the system might be run more efficiently and that ways be found to do so. Wellie White reported that the Dispatch Board has appointed Sheriff Julian Broughton as supervisor of the dispatch system, reporting to the commissioners. He is to keep all records and see that all invoices are paid on time and see that all maintenance is carried out. The appointment was made for a 90-day trial period beginning May 1. A letter was brought before the commis sioners, received from State Representative Charles Evans. Evans re quested that the commis sioners support a propos ed state law that would give Clerks of Superior Courts in rural counties certajp authority in the absence of District Court Judges. The court clerk would be empowered to do the following after a felony arrest has been made: 1) Conduct a first ap pearance hearing; 2) Ap point counsel; and 3) to set bond. These duties would only be carried out by the clerk if a District Court Judge was not scheduled to hold court within 96 hours. At present, the sheriff is required to take a defendant to the nearest point in the judicial district where a judge is available. The bill was requested by the North Carolina Sheriff's Association. The commissioners passed a motion to sup port the bill. The last item on the commissioners' agenda concerned the vacant County Agent's post. Ap plications are currently being accepted for the position. It will be decid ed at future budget meetings if the county will be able to hire both a County Agent and an Assistant County Agent. Following the meeting, the commissioners were guests at a luncheon given them by the County Extension Homemakers. Demos Plan Convention Archie T. Lane, Sr., Perquimans County Democratic Chairman, has announced that the county Democratic Con vention will be held at 1:30 p.m., May 19 at the Perquimans County Court House. . All county Democratic Party officers will be elected at the convention. Also elected will be the delegates to the state convention. "All Democrats are urged to attend," Lane said. Church St. in front Council Hears Reports On Hertford ABC Sales The Hertford Town Council met Monday night with all councilmen present. Cecil E. Winslow reported on sales in the Hertford ABC store. April sales for 1979 were $31,010.65 compared to 31,304.80 for 1978, a decrease of $294. 50! Mayor Cox announced that the County is turning Title 6 (CETA) over to the town. This will enable the town to have 20 peo ple for jobs from June 1 to September 31. He said that were many jobs to be done, such as cleaning up the back lot and Hollowell Oil Co. proper ty. He stated also that Billy Wooten will employ some of the people for the Recreation Depart ment. Qualifications are that employees must be under a specified income, and unemployed for 12 months. A request was made from the Band Boosters Club asking for funds for uniforms for 95 members. No direct action was taken until the next meeting. The Board expressed support of Chamber of Commerce's concern over "rip-offs" encountered by merchants, as reported in the Perquimans Weekly two weeks ago. Two other ordinances were noted: there is an or dinance prohibiting bicycles on the sidewalk; anyone who is not an established businessman must have a peddler's license." Home To Be Opened On Tour By LUCILLE WINSLOW Cove Grove, owned by the Joshua Skinner descendents, is an unusually impressive coastal plantation house. It shows both the boldness of the Greek Revival and the delicacy of the Federal period. Its builder, Banjamin Smith Skinner, acquired small tracts of land beginning in 1818 to form Cove Grove Plantation. About 1830 he built the mansion which has been owned by Skinners ever since. (A tradition says he wished to provide his wife, Elizabeth, with a dwelling like that of her father, Col. James Leigh of Land's End. Another tradition claims Col. Leigh himself built Cove Grove for his daughter. ) Benjamin Skinner was a prominent planter, a patron of education, and was also the virtual founder and principal supporter of the Episcopal Church of the Holy Trinity in Hertford. Cove Grove is listed in the "National Register of Historic Places" as "A large transitional Federal-Greek Revival plantation house in an undisturbed wooded set ting on Old Neck Road, an early road lined by a number of plantation houses." Its nearest neighbors are Riverside, the ancestral Winslow house, and the James Leigh Skinner home, owned by Benjamin S. Skinner's son.
