In fiscal year 1978, Medicare paid hospital and other medicals bills of 1416 million for mm than 632.000 North Carolinians. During the same period. Medicaid paid $282 million for medical services for 456,000 persons. Yet, few seem to know much about either program and the two are often confused with each other. Medicaid and Medicare were enacted in Congress as part of the Social Security Act in the mid 1960s. Medicare is a health insurance program for the elderly and certain select groups. Medicaid is an assistance program for needy and low-income persons. Medicare is administered by the Social Security Ad ministration and has two main parts ? A and B. Part A pays only for inpatient hospital expenses with funds drawn from the Social Security Trust Fund. Eligible persons do not pay anything for this coverage. Part B covers certain medical expenses outside of a hospital. It is an optional program and a person pays an $8.70 monthy premium to participate in it. The Social Security Administration estimates these premiums only pay about one third of the costs of services provided under Part B. The rest come from trust funds. Medicaid payi this monthly premium for persons in the state elibible for both programs. This results in a tremendous savings for state and local governments. During 1*71, Medicaid paid out $7.7 million in premiums to cover 104,000 persons under Part B of Medicare. Medicare paid 132.5 million in medical bills for these people during that period. Almost every North Carolinian >5 or older, rich or poor, is eligible for Medicare. It also protects people who have been entitled to Social Security disability benefits for at least two years and persons with chronic renal disease. Persons interested in ap plying for Medicare or receiving more information about the program should contact their local Social Security Office. Medicaid is not an insurance program like Medicare. It is a medical assistance program for certain kinds of needy and low-income people such as the aged, the blind, the disabled, members of families with dependent children and some other children. Under Medicaid, money from federal, state and local taxes pays medical bills for eligible people. At the state level, the Division of Medical Assistance of the N. C. Department of Human T eenage pregnancies a problem In 1978, an estimated 37 teenagers in Perquimans county became pregnant. Of that number, 37 gave birth. Statewide, more than 26,000 teenagers, ages 10 to 19, became pregnant in 1978, according to a report presented by the governor's ) Advocacy Council on children and Youth at its meeting Tuesday, May 13, in Raleigh. A full one-third of those teenagers in the state who became pregnant underwent abortions. The remainder ? some 17,335 teens, half un married ? gave birth to children. Some of these children were kept, some were I given up to relatives or foster .or adoptive parents. L "Anyone can look at these stastics for Perquimans Conty - and the state and see clearly that adolescent sexuality and pregnancy and their con sequences are real problems," said Mrs. Ruby Milgrom, chairperson of the GACCY. ' The GACCY made a number of recommendations aimed at increasing the public awareness of the teenage pregnancy problem and en couraging more com munication between teens and their parents about sexuality. Mrs. Milgrom said the . recommendations made by [ the council May 13 were based I on a report which evaluated servcices for sexually active and pregnant teens and teenage parents in North Carolina. "The council hopes ; that these recommendations will help local communities reduce the rate of teenage pregnancy in Perquimans and other counties in the state," Mrs. Milgrom added. Key among the GACCY report's 12 recommendations is that county heath depart ments become the lead agency, working particularly with the public schools, citizens, parents and youth. The report recommends the implementation of com prehensive, age-appropriate family life education programs in kindergarten through twelfth grade in all public schools. It also recommends parenting education especially for pregnant teens and teen parents to help prepare them for the responsibilities of adulthood. In addition to the training in the public schools for teens, the report recommends that churches, PTAs and other youth and community groups Routinely provide human sexuality and sex education classes and workshops for teens and their parents. Some of the other recom mendations concern an ongoing public awareness campaign to incresase awareness of the pregnancy problem and increases in the availability and accessibility of family planning and other medical and non-medical services especially for secually active and pregnant teens and teen parents, ages 15 and younger. The recommendations were based on finding from a seven month study conducted in nine counties, according to Mrs. Milgrom. The project included in terviews and questionnaires involving directors and staff from local school systems and other public agencies, as well as private physicians, volunteer youth group leaders and community leaders. No interviews were conducted with teens; teen questionaires were self-administered. "Adolescent pregnancy affects thousands of North Carolinians," Mrs. Milgrom pointed out. "Teen pregnancies affect more than just the mothers; they affect the partners, parents, siblings and all other family members. The doctors, nurses, social workers, teachers and others who serve these teens are affected. The neighborhoods and communities in which these teens live are affected. The state and its taxpayers are ultimately also affected." The report, Mrs. Milgrom said, is not intended to represent the opinions of the governor of state government. It does, however, represent the opinions of the GACCY. GACCY, established in 1971, is an advocacy program within the N.C. Department of Administration, Among its goals is the evaluation of services for young people in North Carolina. Unlike Medicare, which is the tame all across the nation because it is strictly a federal program, Medicaid programs vary from state to state as to eligibility and services of fered. The federal govern ment requires certain ser vices. Others are optional. States may also elect to cover certain optional people. North Carolina's Medicaid program is one of the most comprehensive in the country. It not only provides most of the optional services, it covers an optional group of people who are called the "medically needy". These are people who have enough income to meet living expenses and are not eligible for mothly public assistance payments but do not have enough money to pay for expensive medical care. Medicaid covers most people receiving monthly public assistance checks. These are the aged, the blind, the disabled, and families where the children have been denied the support of either one or both parents for various reasons. These same categories of people are also covered if they are deter mined "medical needy". County social services departments determine eligibility for Medicaid based on state and federal regulations and guidelines. Court cases Judge Grafton Beaman presided at a brief session of Perquimans County District Court on Wednesday and heard the following cases: Timothy Reid's First Ap pearance was held and the Probable Cause Hearing was set for June 4. The defendant was charged with S counts of uttering forged checks, 12 counts of aid and abetting in check forgery, and 9 check forgeries; Wendell Thomas was found guilty of assualting a female and received a 6 months sentence suspended for 2 years, unsupervised probation, a fine of $50.00 and cost, and was told to remain on good behavior, and not to threaten or assualt Gloria Thomas for a period of 2 years; Edgar Harvey, charged with possession of alcohol with a broken seal, was given a 30 day sentence suspended for 12 months, unsupervised probation, a fine of $35.00 and cost. All tax paid liquor was ordered to be turned over to county commissioners and delivered to some hospital. If hospital does not want same, it is to be sold to ABC Store, or otherwise destroyed; Jeremiah Shannonhouse, charged with failure to report an accident, received a fine of $15.00 and cost; At his Probation Violation Hearing, Wallace Hinton admitted the violation, but said it was not willful and without legal justification. Judgment was modified to $50.00 per month beginning June 1.
