that the Town of Hertford and W.D.
Cox. in his official capacity as
Mayor consent to accept the
jurisdiction of the Federal courts is
an action Is brought to enforce
responsibilities in relation to en
vironmental reviews, decision
making and action, and that these
responsibilities have been satltled.
