Fee is $2. Class size is limited. Baccus named winner The United States Achievement announced today that Jarrod Baccus has been named a 1984 United States National Award winner in Science. This award is a prestigious honor very few students can ever hope to attain. In fact, the Academy rccognizes less than 10 percent of all American high school students. Baccus, who attends Perquimans High School, was nominated for this National Award by James S. Midgette and Elaine Pritchard, counselors at the school. Baccus's achievement will appear in the United States Achievemnt Academy Official Yearbook, published nationally. The Academy selects USAA winners upon the exclusive recommendation of teachers, coaches, counselors or other school sponsors and upon the Standards of Selection set forth by the Academy. The criteria for selection are a student's academic performance, interest and aptitude, leadership qualities, responsiblity, enthusiasm, motivation to learn and improve, citizenship, attitude and cooperative spirit, dependability and recommendation from a teacher or director. Farm programs protect against weather risks RALEIGH ? In addition to price support loans, target price protection and other benefits, John J. Cooper, State Executive Director, North Carolina Agricultural Stabilization and Conservation Service, says the 1M4 Acreage Reduction Programs protect farmers against weather risks. "If a natural disaster reduces crops, farmers who participate in the programs are still eligible for deficiency payments. If favorable weather causes a surplus, program participants can protect their incomes by using price support loans as marketing tools, in addition to the deficiency payments," Cooper said. Deficiency payments are made when market prices fall below target levels. To take adavantage of this protection, farmers must sign up between now and February 24 and comply with acreage reduction requirements of 30 percent for wheat, ten percent for feed grains and extra long staple cotton, and 25 percent for upland cotton and rice. The wheat program contains an optional 10 to 20 percent land diversion with a payment-in-kind equal to 75 percent of the farm's program yield, according to Cooper. He said unless participation in the wheat program is relatively high, supplies could reach record levels and what prices could decline. USDA officials expect this year's ending stocks of wheat to be about 1.4 billion bushels, down eight percent from a year earlier but still considerably above a desirable level of one billion bushels.
