These soon to be apartments, being built by Phillip Lane, will offer its new residents a scenic view of the Perquimans River upon completion. (Photo by Ken Castelloe) Local 4-Hers honored during County 4-H Achievement Night Perquimans County 4-Hers were honored on Thursday, February 23, during the 1984 Perquimans County 4-H Achievement Night at the ARPDC Building in Hertford. The event was attended by 4-Hers ( from each of the five clubs in Perquimans County, their families and friends, and was noted as the first such night in "a long time." The highlight of the evening was the awards portion of the program. Damion Burke of Poole's Grove 4-H Club was named as the Outstanding County a 4-Her. Town and Country 4 H Club was named the county's most outstanding 4-H Club. Other award winners were as follows: 4-H Corn Yield Contest Winners - First place, Leah Harrell; second place, Nickie Nixon, third place, Jason Harrell. Outstanding 4 H member from each club: The Horse Club, Chad White; Poole's Grove Club, Damion Burke; Belvidere Club, Tanya Twine; New Hope Club, Cindy Eure; and Town and Country Club, Jason Harrell. Outstanding 4-H Recordbook winners were Jason Harrell ard Chad White. Bethany Lewis was named as the county's outstanding teen leader, and Emma Burke was named as the outstanding adult leader in the county. Sheila Williams and Chris Byrum of the Belvidere 4-H Club reported the highlights of their clubs' past two years, which has grown to a membership of 35 since the club originated in March, 1981. The Belvidere Club has undertaken several individual projects that include plaque making, cake decorating, baking, the livestock show, and the girls of the club made skirts without the aide of patterns. Club projects included a clean-up campaign of the Belvidere community, a first place entry in the Hertford Christmas Parade, a car wash to raise money for the Lighthouse, (a non-profit Christian meeting place in Elizabeth City) and a Bike-A-Thon to raise money for the Heart Fund. Stuart Rayburn and Nickie Nixon gave a report on the Horse Club's activities. The Horse Club began in June, 1982 with 20 members. The purpose of the club is to learn and gain a knowledge of horses. In November five members of the club went to the Northeast District Retreat and in May the Horse Club hosted the Northeastern District Horse Show with five club members qualifying for the State Horse Show. David Eure and Jennifer Lewis of the New Hope 4-H Club reported on the highlights of their clubs activities, citing that they had eight entries in each category at the Albemarle District Livestock Show. The club had several people come in for demonstrations including Annice Peckham, Captain of the Perquimans County Rescue Squad and Jeff Copeland of the Perquimans County Agricultural Extension Ofice. The club held a car wash and participated in calendar sales to raiae money for the Cystic Fibrosis Foiwlation. SWra Jordan and Tisha Turner of the Poole's Grove Club told the group Winners at the recent 4-H Achievement night were; right, Damion Burke, outstanding county 4-her. Damion Burke, Tanya Twine, Cindy Eure, Bethany Lewis, and Emma Burke. that they had added 12 new members and participated in many activities including a trip to the state fair, participating in District Activity Day, holding demonstrations on county, district and state levels, sponsoring a Halloween Carnival, participation in the Albemarle Craftsmans Fair, Jaycee County Fair and the Festival of Skills. The group also held a Rock-A-Thon with the proceeds going to the Cystic Fibrosis Foundation. Kim Hunter and Kenny Waters of the Town and Country 4-H Club reported that they had five members giving demonstrations at Perquimans County High School during District Activity Day. They also attended 4-H Camp, helped with a benefit supper for James Hunter and participated in the Livestock Show. The group participated in a Rock A-Thon for the Cystic Fibrosis Foundation and had a member, Jason Harrell, win first place in District Competition for public speaking. Hertford Police Chief reports larceny cases Hertford Police Chief Marshall Merritt has reported three cases of breaking and entering and larceny and one rape investigation made by hia department during the month of February. 0*? February 17, Jonathon NMN White, age 19, of 100 E. Railroad Ave. was arrestd and charged with breaking and entering and larceny of Alexanders Appliance Service, Grubb St., Hertford, on or about February 15. Reported missing after the break a were: a micro-wave oven, three elevisions, a broiler oven, a dryer ind a gas heater. The case is still under investigation. On February 22, at approximately L2:25 a.m.. Captain Robert Morris and Senior Patrolman Mike Jasielum were on survellience of the immediate area of Jimmy's Barbeque and White's Barbeque located on Edenton Road St. While observing the area the officers heard glass breaking and saw two suspects entering Jimmy's Barbeque through the side door. At this point Morris went to the side door and Jasielum took a position at the front door. Morris entered the side door and yelled, "Police, freeze." It was reported that two of the suspects turned toward Morris. One of the suspects was holding a shiny cylindrical object in his hand, and pointed the object towards Morris. Morris fired one round from his service revolver above the suspects head, and the suspect left the immediate area and started toward the front door. At this point Officer Jasielum entered the building through the front door and placed the suspect under arrest. Morris arrested the other suspect. A check of the building determined that there was another suspect in the building who was placed under arrest. The three arrested were Kenny NMN Felton, age 23. of 110 King St., Hertford; Wadell NMN Harvey, age 22, of 323 Grubb St., Hertford and Kent Wayne Felton, age 20, of 206 King St., Hertford. The suspects were charged with possession of burglary tools, breaking and entering, and attempted larceny. The suspects were placed in Albemarle District Jail under $20,000 bond each. On Sunday, February 26, at approximately 1:35 a.m. Officer Jasielum was on routine patrol on Edenton Road St., where he parked his patrol unit out of sight in order to observe the area around Jimmy's Barbeque and White's Barbeque (or a few minutes. While he was there he reportedly observed a 1983 Datsun pull up into the parking lot at Jimmy's Barbeque, and saw the driver get out of the car leaving the engine running. The driver of the vehicle went over to the Coca-Cola machine and used a key to open the machine and remove the money from the vending box. The driver then crossed the street and went to White's Barbeque where he repeated the same procedure. At this point Jasielum had closed within 15 to 20 feet of the suspect and ordered him to halt. He identified himself to the driver as a police officer and told the driver that he was under arrest. The suspect ran back to his car, with Jasielum in pursuit. When the driver reached his car, Officer Jasielum was approximately five to six feet in front of the car, and aimed his service revolver at the suspect through the windshield, ordering the driver to halt, and telling him that he was under arrest. The suspect then reportedly accelerated his car towards Jasielum, and Jasielum moved to his right and shot five times into the left front tire of the vehicle. The suspect continued driving and proceeded approximately 1.7 miles down Wynn Fork Road, across U.S. 17 before stopping. After stopping Michael Wayne Miller, age 3i, of 1403 River Road, Lot 100 Hickory Village, Elizabeth City, was placed under arrest. Miller, who was employed by 7 Up/Like Cola Bottling Company of Norfolk as a route salesman, was charged with possession of burglary tools, two counts of breaking and entering, larceny of coin operated machines, and resisting arrest. On February 17 Charlie Leroy Welch, age 69, of 325 W. Market St., was arrested and charged with first degree forceable rape of a seven year old girl. The investigation began when the child was taken to Dr. Robert Lane at the Hertford Medical Center. Lane observed some unusual damage to the child's female organs and reported his findings to the Perquimans County Social Service Department. Social Services initiated the investigation and reported their findings to the District Attorneys office, who requested an investigation by Hertford Police Department. Senior Patrolman Mike Jasielum was the investigating officer. Welch was placed in Albemarle District Jail under a $150,000 bond. U.S.D.A. donates food to county The Perquimans County Department of Social Services will receive cheese, butter, corn meal, powdered milk and honey in March to be distributed to low income families of the county. Unlike other distributions of these commodities, this one will be open to all low income families in the community. However, Senior Citizen status will not be an eligibility criterion. Each family will be required to sign a "declaration of income application." The income eligibility criterion are listed below. This distribution must be on a first come, first serve basis. USD A has not increased the amount of the above listed commodities received by the county. Therefore, there will be enough food for only 800 households. Food SUmp recipients will be automatically eligible, but they must bring their green household card with them, tverjr hoafehold receiving any of the USDA commodities must sign a register showing receipt. Applications for non food stamp households may be picked up at the Perquimans County Department of Social Services beginning March 5. The application will be self-explanatory and should be completed prior to coming to the Ice Plant on March 16. Distribution will begin at 9:00 a.m. No cars will be allowed on the roads leading into or out of the Ice Plant property.
