but it was not to be. The rain that fell
this weekend deposited up to 14
Inches of water on already wet fields.
Several farmers have already
indicated that they would not be able
to do any field work until late this
week (4/2M/2S). The closer we get to
the tenth of May, the more risky corn
gets in terms of getting a profitable
crop. A farmer may want to plant
another less risky cnp? such as
soybeans.
I was just reading over the 1M2
Census of Agriculture and made
another note of ? several facts about
Perquimans County when compared
with Mveral surrounding counties.
According to this report. Perquimans
County had 319 farms cultivating
70,(55 acres of land. Of the
northeastern counties north of the
Albemarle Sound, Perquimans
County ranks first in the number of
acres cultivated. The number of
cultivated acres and farms reported
in 1971 was 94,319 and 3<9,
respectively.
The 1982 figures
represent an increase in cultivated
acres of about 10 percent and a
decrease in the number of farms of
about 13.5 percent when compared to
1978.
I want to encourage you to vote on

farmers is the proposed Farm
Finance Amendment to the North
Carolina Constitution. This will be on
the ballot on May 8. Similar type
bonds are presently being issued by
21 states. Virginia has a program
similar to the one North Carolina has
proposed.

impact on the economy.
The truth of the matter is that our
nation's biggest industry is
agriculture. Farm assets, totaling
$1,049 billion on January 1, 1983 were
equal to about 70 percent of the
capital assets of all manufacturing
- corporations in the United States.
The farm equipment industry
provides one example of the impact
of agriculture. When a slumping
economy forces farmers to reduce
equipment purchases, machinery
sales plummet, demand for steel
nosedives, workers are laid off, less
taxes are collected and the entire
economy suffers.
The same people who claim
farmers don't have an impact on the
economy also believe farmers' only
job is to product food and fiber.
Granted that is a big pari of what
farmers do every day, but we wonder
how many realize farmers today
must also struggle with complicated
marketing formulas, depreciation
schedules, computers and farm
equipment designed by engineers
with a Ph.D.
Today's farmer is a modern
businessman, often with a multi
million dollar operation to manage.
From growing of food and fiber to
selling it in the retail store provides
jobs for 22 million people. That
means that agriculture is the nation's
largest employer.
How many minority groups can
you think of that have that kind of
impact on the economy?
Assistance available for
conservation planning
To make a big business work, a
plan or direction of operation is
needed. A farm is no different.
Farmers do a lot of planning on how
to make the farm run more
efficiently. It is not always put down
on paper though. When you make
plans to protect and improve your
soil you are doing conservation
planning. One of the major
responsibilities of the Soil and Water
Conservation District is getting
farmers (cooperators) to plan their
farms. This is done by the help of Soil
Conservation Service personnel.
These people can help you reach
sound decisions on the use and
improvement of your land.
Farms are not the only place where
conservation plans can be prepared.
Industrial, residential, and
recreational areas as well as schools
and churches can also be planned.
Effective planning reduces waste
and makes more money in the long
run.
The Soil Conservation Service
will be glad to assist anyone in
preparing a conservation plan on
land they own or rent.

finance the capital costs of
agricultural projects. These projects
may consist of the purchase of land,
buildings, machinery and
equipment. There will be a $500,000
borrowing limit for individual
farmers. Farmer-owned
cooperatives could borrow up to
$2,000,000.
The farm finance program will not
cost the state taxpayer any money.
Loan money will come from the
investors and other financial
institutions. These institutions will
then lend the money to individuals
with the proper security.
The proposed farm finance
program will enable eligible farmers
to borrow money st s lower interest
rate than would currently be
available to them.
