C ideat's Annual Report on the State of Small Business-a re port sent to Congress this month by President Reagan-showed that from October 1962 through October 1984 employment in in dustries dominated by small firms (including construction, transportation, trade, finance, and services) rose 11.4 percent; employment only 5.3 percent during the same period. Thus, a key to the nation's overall economic growth in 1984 was the growth of small busi ness. Small business' contribution to job growth was first illus trated in last year's Presi dential Report. That report showed that between 1980 and 1982 small businesses generated^ all of the 986,000 net new jobs in the country. Small firms pro duced 2,650,000 new jobs during those years, more than off setting the 1,664,000 jobs lost by large firms. This year's President's Re port confirmed that the Ameri can economy in 1984 was marked by a significant expan sion, which continued strong growth begun in 1983. Small business clearly shared in the growth of the 1984 economy , leading the way in retail trade and residential construction. The service industies, another sector with a major small busi ness presence, also continued to grow significantly. The number of new businesses increased in 1984. New business starts rose about 5 percent as compared with 1983. New business incorpo rations rowe about 6 percent, to a record 640,000. The previous new business incorporation fig ure, 600,000, was set in 1983.
