On or about July 29, 1989 the
above named municipality will re
quest the North Carolina Depart
ment of Natural Resources and
Community Development to re
lease Federal funds under Title I of
the Housing and Community Devel
opment Act of 1974 (PL 93 383) for
the following project:
The Market and Dobbs Street
Community Revitalizafion Project
and the Cox Street and Edenton
Road Street Local Option Project.
The purposes of these projects
are to repair all substandard hous
ing units in the Project Areas and to
demolish and clear all dilapidated
structures. All persons displaced
through demolition activities will
be relocated into decent housing.

two procedural requirements of 24
CFR Part 58: (1) to provide notice
to the public that the Town of Hert
ford has determined that the re
quest for release of funds for the
above named project will not have
a significant impact on the environ
ment, (2) To provide notice to the
public that the Town is requesting
the release of funds for the above
named project.
FINDING OF NO SIGNIFICANT
IMPACT
It has been determined that such
request for release of funds will not
constitute an action significantly
affecting the quality of the human
environment and accordingly the
above named municipality has de
cided not to prepare an Environ

An Environmental Review Re
cord respecting the within project
has been made by the above-named
municipality which documents the
environmental review of the pro
tect and more fully sets forth the
reasons why such Statement is not
required. This Environmental Re
view Record is on file at the Hert
ford Town Hall and is available for
public examination and copying
upon request at the Hertford Office
of the Town Manager between the
hours of 8:00 AM and 5:00 PM. No
further environmental review of
such Project is proposed to be con
ducted prior to the request for re
lease of funds.
Public Comments en Finding
All interested agencies, groups,
and persons disagreeing with this
decision are invited to submit writ
ten comments for consideration by
the Municipality to the Office of the
undersigned certifying officer on or
before July 29, 1989. All such com
ments so received will be consid
ered and the Municipality will not
request the release of Federal
funds or take any administrative
action on the within project prior to
the date specified in the preceeding
sentence.
Release of Funds
The Town of Hertford will under
take the project described above
with Block Grant funds from the
North Carolina Department of Nat
ural Resources and Community De
velopment under Title I of the
Housing and Community Devel
opment Act of 1974. The Town is
certifying to NRCD that the Town
and W. D. Cox in his official capac
ity as Town Mayor consent to ac
cept the jurisdiction of the Federal
courts if an action is brought to en
force responsibilities in relation to
environmental reviews, decision
making and action; and that these
responsibilities have been satisfied.
The legal effect of the certification
is that upon approval, Hertford
may use the Block Grant funds and
will have satisfied its responsibili
ties under the National Environ
mental Policy Act of 1969.
OBJECTIONS TO STATE RE
LEASE OF FUNDS
NRCD will accept an objection to
its approval only if it is on one of the
following bases: (a) that the certifi
cation was not in fact executed by
IBM
the certifying officer or other offi
cer of eppiicent approved by
NRCO; or (b) thet the applicant's
environmental review record for
the project indicates omission of a
required finding or step applicable
to the proiect in the environmental
review process. Objections must be
prepared and submitted in accord
nece with the required procedure
(24CFR Part 59) and may be ad
dressed to NRCO at P. O. Box
27487/ Raleigh, North Carolina
27411.
Objections to the release of funds
on bases other than those stated
above will not be considered by
NRCO. No objection received after
August 14, 1909 will be considered
by NRCO. Comments must specify
whether they concern the finding of
no significant impact or the intent
to request release of funds.
