Perquimans man found dead
Officials investigate as homicide

The Pasquotank County
Sheriffs Department Is investi
gating the possible homicide of a
Perquimans County man which
occurred on Old U.S. Highway
17, near the Pasquotank- Per
quimans county line Sunday.
Russell Duane Matthews,
26, of Lot 15, Long View Es
tates, Hertford, was apparently
stabbed to death in his pick
truck early Sunday morning.
Sheriff Davis Sawyer said
that Deputy Joe Ferrell received
a telephone call regarding a pos
sible shooting at 5:30 a.m. Sun
day. Sawyer said after further
investigation, it was determined
that Matthews’ wound was pro
duced by a knife.
“Matthews worked for Me
Donald's on Ehringhaus Street,
and he had left to go home at
approximately 12:30 a.m.,” Sa
wyer said. “His wife got con
cerned after 4:30 or 5 that he
hadn’t shown up sifter getting off
from work. She called his
brother who went out looking for
him. His brother found him sit
ting in his pickup truck at the

New handicapped placards now required
RALEIGH - The N.C. Division
of Motor Vehicles announced re
cently that it has started issuing
new temporary and permanent
handicapped parking placards to
people with mobility impairment.
The new placards, required
by state and federal law, replace
existing placards. Old placards
expired Jan. 1.
DMV Commissioner Robert
F. Hodges said mobility-impaired
motorists can obtain an applica
tion from any state license plant
agency.
New placard applications In
clude impairment certification
that must be completed by a
physician, ophthalmologist, op
tometrist or the Division of Serv
ices for the Blind. Changes in
state law more narrowly defined
mobility impairment.
Permanent handicapped
placards must be renewed every
five years. The permanent plac
ard is a blue two-sided placard
that hangs from the Inside rear
view mirror when the vehicle Is
parked in a designated hand
icapped parking space.
Permanent placards, which
cost $5, must be removed from
the mirror when the vehicle is in
motion. Old placards issued on
or after July 1, 1989, may be
exchanged for new placards free
of charge. However, a new certi
fication from a physician is re
quired.

Albemarle Hospital officials
confirmed that Matthews was
taken to the hospital In a pri
vate vehicle. He was pronounced
dead upon his arrival.
Sawyer said the death Is be
ing investigated as homicide.
“We are Investigating it that
way until such time as it can be
confirmed otherwise. We are
also waiting on the autopsy re
port from the medical examiner
in Greenville,” Sawyer said.
“I'm holding tight until I get
the autopsy report on it,” Sa
wyer said in a telephone inter
view Tuesday morning. “They
had three bodies at the medical
examiner’s office yesterday
morning and it take a little bit
of time since they do all the au
topsies from Eastern North Car
olina.”
Chief Deputy A.B. Twiford,
Ferrell and State Bureau of In
vestigation agents are involved
in the investigation. Sawyer
said.
Matthews was also a student
at Elizabeth City State Univer
sity.
Thatch arrested for
drug trafficking
The Perquimans County
Sheriffs Department arrested
William Lloyd “Hawk" Thatch,
43, of Rt. 2. Box 114 T, Hert
ford, on Dec. 20. Thatch has
been arrested four times since
mid-July and charged with fel
ony offenses. Including the July
11 murder of Perquimans
County native J. Richard Roger
son Jr. and various drug viola
tions.
The latest arrest stemmed
from a Pasquotank County in
vestigation. Thatch was charged
with two counts of trafficking
and possession of a Schedule II
controlled substance (cocaine)
and one count of conspiracy to
traffic a Schedule II controlled
substance. He was confined to
Albemarle District Jail under a
$75,000 secured bond. He re
mained in custody over the holi
days.
The Sheriffs Department
also reported the following ar

33, of Rt. 5, Box 104, Hertford,
was arrested and charged with
conspiracy to sell and deliver co
caine and possession with the
intent to sell and deliver co
caine. He was released under a
$32,000 secured bond.

madge, 33, of 132 M. Cork St.,
Hertford, was arrested on a Pas
quotank County criminal sum
mons for a worthless check.
Dec. 23 - Richard Linwood
Johnson, 62, of Rt. 1. Box 51,
Belvidere, was arrested on a
Pasquotank criminal summons
for two counts of worthless
checks.
Jan. 1 - Martin Edward Ba
teman Sr., 31, of 104 Hemlock
St., Hertford, was arrested and
charged with Assault on a fe
male. Bond was set at $200 se
cured.
Jan. 1 - Herman Felton Jr..
22, of Winfall. was arrested and
charged with failure to appear
for defraudment of an innkeeper
on a Pasquotank Count/ order
for arrest. He was confined to
Albemarle District Jail under a
$200 secured bond.

Hertford, was arrested and
charged with a probation viola
tion on a Chowan County war
rant. Bond was set at $300
secured.

ing.
Dec. 22 - Cetric Lasander
Felton, 20, of Lot 24 Dogwood
Trailer Park, Hertford, was ar
rested and charged with com
municating threats. Bond was
set at $200 unsecured.
Dec. 22 - Leander Downing,
33, of Rt. 2, Box 68D, Edenton,
was arrested and charged with
driving while intoxicated and
driving left of center. Bond was
set at $200 secured.
Dec. 22 - Michael David
Anders, 24, of Rt. 2, Box 56-E,
Edenton, was arrested and
charged with larceny from a per
son. Bond was set at $6,000 se
cured.
Dec. 22 - Clifton Unwood
Wood, 32, of Lot 2 Dogwood
Trailer Park, Hertford, was ar
rested and charged with assault
by pointing a gun. Bond was set
at $200 unsecured.
Dec. 23 - Arvin Lavelle
Johnson, 23, of Winfall. was ar
rested and charged with assault
on a female. He was released on
a written promise to appear.
Dec. 24 - Ricky Lee Spruill,
31, of 319 Stokes Dr.. Hertford,
was arrested and charged with
simple assault. He was released
on a written promise to appear.
Dec. 25 - Kenny Craig Mod
lin, 34. of 212 S. Church St.,
was arrested and charged with
disposing of secured personal
property. He was released on a
written promise to appear.
Dec. 26 - Hattie Polly Over
ton, 28. 409 Cox Ave.. Hertford,
was arrested and charged with
two counts of passing worthless
checks and shoplifting. Bond
was set at $300 secured.
Dec. 29 - Anthony Wayne
Downing, 35, of 1129 Riverwood
Dr., Hertford, was given a cita
tion for no operators license.
Dec. 29 - Anita Lynn Whid
bee, 20, of Rt. 4, Box 1089,
Hertford was given a citation for
speeding.
Dec. 30 - Charles Ray Fel
ton. 25, of Rt. 1, Box 839, was
given a citation for speeding and
driving while license revoked.
Dec. 31 - George Washington
Sutton, 48, of 312 Stokes Dr.,
Hertford, was arrested and
charged with assault on a fe
male. Bond was set at $500 se
cured.
Pilgrim to perform
at Perquimans Center #
Barney Pilgrim, College of
the Albemarle’s Visiting Artist
for 1991-92, will present a mu
sical program at the annual Per
quimans Restoiauon dinner on
Jan. 10.
Pilgrim, classically trained
on the violin and piano, also
plays the synthesizer, mandolin.
guitar, and pennywhistle. His
program will be varied, consist
ing of early musical composi
tions emphasizing the music of
Scotland, Ireland, and other
early settlers of the Albemarle.
Pilgrim, now a residents of
South Mills, has performed with
groups across the state. Among
these are Fkldlex, the Red Clay
Ramblers, the Haymaker's Rep
ertory Company of Chapel Hill,
and the Durham Savoyards.
