Raymond...............86.34 Social security and 'notch babies’ The term “notch" refers to the differences in Social Security benefits paid to people bom after 1916, especially those born be tween 1917 and 1921, and those paid to people bom before then. The reasons for the differ ences in payment rates are the subject of controversy and misin formation and many “notch ba bies” have been led to believe that they have not been treated fairly. There Is a widespread—but Incorrect—belief among Individu als and organizations who advo cate legislation to address the “notch" Issue that everyone bom between 1917 and 1921 receives less In benefits than their coun terparts with equal earnings bom In earlier years. The truth is that tens of thousands of people bom during that “notch” period are receiving equal or greater benefits than those received by beneficiaries bom before 1917. The Congressional Research Service In a recent report said “the notch babies are shown to be part of the group that Is re ceiving the highest benefits that have ever been paid or are pro jected to be paid.” A flaw in an old benefit for mula gave retirees bom between 1910 and 1916, usually referred to as “bonanza babies,” an unin tended windfall. According to Horace B. Deets, Executive Director, Ameri can Association of Retired Per sons, “The problem Is not that some beneficiaries were short changed, but rather that another group, the 'bonanza babies,’ re ceived an unintended windfall.” Commissioner Gwendolyn S. King of the Social Security Ad ministration suggested the notch balw Issue can be compared to a malfunctioning automatic teller machine that Is dispensing $20 bills when it is supposed to be giving out $5 bills. The first few people get this windfall cash bo nus until the machine is re paired. and the remaining people in line get the $5 bills they are supposed to be receiving. Should the bank machine be broken again to give everybody In line the same extra cash that a few others received In error? That would be the effect of the legislation now pending in Con gress that allegedly “fixes” the notch. “There’s nothing to fix be cause there’s nothing broken," said Commissioner King. The “notch” originated in 1972 when Congress passed a law providing automatic cost-of living adjustments for Social Se curity recipients. The law’s for mula was flawed and provided benefits that increased faster than either wages or the cost of living. Many retirees, under this for mula. would have eventually col lected more each year in Social Security benefits than they earned while they were working. This threatened the solvency of the Social Security system. Congress corrected the prob lem in 1977. The 1977 legislation: • brought benefits back into line with their intended levels; • allowed the retirees who were already receiving the overly generous benefits to continue re ceiving them; and • provided for a transition pe- , riod for people bom between 1917 and 1921 that allowed these peo- ! pie to receive benefits under ei ther the new, correct formula that applies to everyone bom after 1916, or under a special tran sition formula-whichever pro vides higher benefits. It is understandable that notch babies who think that they are being shortchanged are angry. Fueling this anger are direct-mall fund-raising groups that mislead . senior citizens about the notch. "The notch babies are told to sign petitions, send checks, and write their congressional rep resentatives to correct an alleged miscarriage of justice that does not exist,” said Commissioner King.
