NOTICE IS HEREBY GIVEN that Virginia Electric and Power Company, d/b/a Dominion North Carolina Power (DNCP or Company), is authorized to
increase its North Carolina retail rates and charges effective November 1,2016, on a temporary basis, subject to refund, pursuant to G.S. 62-135. The tempo
rary increase will reflect the net of an increase in non-fuel base revenues of $34.7 million and a decrease in fuel revenues of $38.7 million. The decrease in fuel
revenues is inclusive of a separate decrement Rider Al to reduce DNCP’s estimated over-recovery of fuel expenses for the period November 1,2016, through
December 31,2016. The Company is also implementing decrement Rider EDIT on November 1,2016, which is designed to return excess deferred income taxes
to North Carolina customers over a two-year period. Because Rider Al and Rider EDIT result in decreases in the Company’s overall rates, they are not subject to
refund.
On March 31,2016, DNCP filed an application with the Commission in Docket No. E-22, Sub 532 requesting authority to adjust and increase its general
rates and charges for retail electric service in North Carolina, effective April 30, 2016 (Application). The Company initially requested an overall base non-fuel
revenue increase of $51,073 million, which DNCP stated would be partially offset by an expected reduction in approved fuel rates. DNCP further explained that
the Company intended to implement new base rates on a temporary basis, subject to refund, under the authority of G.S. 62-135. The Company also explained
its plans to accelerate implementation of new lower base fuel rates effective as of November 1,2016. The Application also included proposed decrement Rider
EDIT.
On August 12,2016, DNCP filed supplemental testimony supporting updates to its actual revenues, expenses, rate base, and cost of capital for the period
ending June 30,2016, and the revised fuel information submitted to the Commission in Docket No. E-22, Sub 534 on August 5,2016, to support an updated
fuel factor. The net result of DNCP’s supplemental testimony update was to reduce the Company’s requested overall base non-fuel revenue increase to $47,804
million and to decrease fuel revenues to $36,806 million.
On September 26,2016, DNCP filed rebuttal testimony in response to testimony filed by the Public Staff and other intervenors.
On October 3,2016, DNCP, the Public Staff and Carolina Industrial Group for Fair Utility Rates I (Settling Parties) entered into an Agreement and Stipula
tion of Settlement (Stipulation), which was filed with the Commission pursuant to G.S. 62-69.In summary, in the Stipulation the Settling Parties recommend that
the Commission authorize an increase in non-fuel base revenues of $34.7 million as a just and reasonable resolution of the Company’s Application under the
North Carolina Public Utilities Act. In the Stipulation, the Settling Parties also agree that the Company should implement the decrease in the base fuel factor, as
well as decrement Rider Al and decrement Rider EDIT on November 1,2016. The Rider EDIT credit of $16.8 million will be refunded to customers over two
years beginning November 1,2016, and will be subject to reconciliation in the second year of implementation.
Not including the effect of the Rider EDIT, the rates and charges to become effective on November 1,2016, will produce a net decrease of approximately
$4.0 million in total base non-fuel and fuel revenues (November 1 Temporary Rate Changes), including Rider Al, which is a decrease of approximately 1.1%
over base non-fuel and fuel rates and charges currently in effect. The Rider EDIT credit results in an additional decrease of 2.4% when added to the November 1
Temporary Rate Changes.
The November 1 Temporary Rate Changes are not final rates, and remain subject to the Commission’s final determination of the just and reasonable rates to
be charged by DNCP on a permanent basis. On October 3,2016, DNCP filed with the Commission a financial undertaking, subsequently approved by the Com
mission that commits DNCP to refund to customers any amount of temporary rates determined by the Commission in its final Order to be excessive, plus interest
on the excessive rates.
The Commission held public hearings on the Company’s application in Halifax on August 17, 2016, Elizabeth City on September 13, 2016, Manteo on Sep
tember 14,2016, and Williamston on September 21,2016. On October 4,2016, the Commission held another public hearing and began the evidentiary hearing
on the Company’s application in Raleigh.
EFFECT OF TEMPORARY RATE INCREASE
The following table shows proposed percentage increases in DNCP’s. North Carolina retail revenues by customer class that will result from the
implementation of the November 1 Temporary Rate Changes:

PROPOSED RATE DESIGN/RATE SCHEDULE CHANGES
The November 1 Temporary Rate Changes will not include certain modifications to the Company’s tariffs, as initially requested in the Company’s applica
tion. The Company will defer implementation of the following changes until final approval is received from the Commission: (i) modifications to Rider D - Tax
Effect Recovery; and (ii) modifications to Terms and Conditions of Service to revise language and update the Facilities Charges, and other miscellaneous service
charges. These changes are proposed to become effective on January 1, 2017, subject to final Commission authorization.
