Mr. Rountree was a charter member and retired Fire Chief of the Inter-County Volunteer Fire Department with more than four de cades of service. ■ The Perquimans County Schools Foundation Scholarship — The Perqui mans County Schools Foun dation selects one student each year to award a $1,000 scholarship which is renew able for the four years recip ient is in college. Recipients are selected based on aca demic standards, commu nity service and character. ■ The Walker and Mar jorie Rayburn Scholarship —The purpose of the Walk er and Marjorie Rayburn (endowed) Scholarship is to give an opportunity for a graduate of Perquimans County High School to at tend a college at least 50 miles away from home, who would otherwise not be like ly to do so. This is intended to be a need based scholar ship and is $5,000 for four years ($20,000) for a qualify ing student. The applicant should have a 3.0 GPA. The applicant must attach a school provided transcript with an attendance record. A list of extracurricular activities and community activities must be provided with a description of the role played by the applicant in each of the activities. An essay is required with the application and face-to-face interview required for final ists. ■ Thomas and Mary Chapley Scholarship — This $5,000 scholarship is given by Thomas and Maty Chapley to assist a PCHS graduate entering college in Fall 2018 (graduate must be accepted/attend a 4-year college or university located at least 50 miles from Hert ford, North Carolina). Ap plicant must be a resident of Perquimans County, have a GPA of 3.0 or above, with financial need as a consider ation. ■ William Steve and Sha ron Spies Lane Scholarship — This $1500 scholarship is given by William Steve and Sharon Spies Lane to one male and one female recipi ent to assist a PCHS student (or prior recipient) in attend ing College of The Albemarle. Applicant must be a resident of Perquimans County, GPA of 3.0 or above and financial need is a consideration. A letter describing your field of interest, high school tran script, a list of honors and extracurricular activities and one letter of reference. ■ Perquimans Arts League / Suzanne Towe Haste Merit Award — This $500 scholarship is spon sored by The Perquimans Arts League and pays tribute to Suzanne Towe Haste and is known as the Suzanne Towe Haste Merit Award and Exhibit, for high school seniors and juniors, residing in Perquimans County. The Merit award recog nizes students of outstand ing ability who will be ma joring in the Arts in college or have applied to a summer program or camp for the arts. This award is made to applicants without regard to financial need. All ap plicants will participate in an exhibit, to take place at the Perquimans Arts League Gallery. ■ The Jeanne C. White Educational Scholarship — This $500 scholarship is available each year to a Perquimans County High School graduating senior (male or female) and is pro vided by the Jeanne Chap pell White Educational En dowment. The endowment was established by Mrs. Jeanne and her family prior to her death in 2015. Jeanne was well known for her community service through out the community and the state and was the first wom an elected to a county office in Perquimans County. Preference will be given to a student with limited fi nancial resources interested in pursuing a community college or university degree. Selection of the recipient will be based on scholastic achievement, community service, character and finan cial need. ■ The Emmett Long Scholarship — The Emmett B. Long Education Scholar ship is made available to a student attending Perqui mans County High School with a “C” average or better, who is active in the commu nity and has a strong desire to further his/her education. The Emmett B. Long Educa tion Scholarship is valued at $750 and is a renewable scholarship sponsored by Madelyn P. Long. ■ The Christopher Todd Conway Student-Athlete Scholarship — The Christo pher Todd Conway Student- Athlete Scholarship is a new $500 scholarship opportu nity, which began for the PCHS Graduating Class of 2016. Better known as Chris Conway to his family and friends, he lost his battle to cancer at the age of 39 in January 2016. Chris was the husband of Heather Jones Conway and was a special agent for the State Bureau of Investigation. Chris was a talented baseball player earning a baseball scholarship to Bar ton College. Later he lever aged those skills coaching for sports team in Perqui mans County. Prior to his death, he made his wishes known that he would like to offer a $500 scholarship to assist a baseball player realize his dream to attend college. Preference is given to seniors who have played baseball during their high school tenure. ■ The Madelyn Marie Byrum (Those Who Give Back) Scholarship — This $500 scholarship was avail able for the first time in June 2017. The scholarship will continue to be available to a PCHS graduating senior who exemplifies the impor tance of academics and the value of having a heart for serving and helping others. Selection of this recipient will be based on academics, his or her passion for sports and the fact the individual is noted for helping others at the high school and in the community throughout their tenure as a student at Perquimans High School. The scholarship is given in memory of Madelyn Byrum who was loved and well known for putting others before herself. The Madelyn Marie By rum Scholarship is now funded through the Mad elyn Byrum Scholarslup En dowment, managed by the Perquimans County Schools Foundation, Inc. ■ The Janice McKenzie Cole Mentoring Scholarship — This $1,000 scholarship is named in honor of Per quimans County resident Janice McKenzie Cole, the first African American and the first female to serve as a District Court Judge in the First Judicial District of North Carolina. The Honorable Cole also served for six years on the Perquimans County Board of Commissioners, four of them as the chairperson. During her career, Mrs. Cole has mentored many young attorneys and profession als. The intent of the donors of this scholarship is to en courage college-bound se niors to invest in the lives and education of younger students through mentor ing. Applicants must be female residents of Perqui mans County, have a 3.0 GPA, be on track to attend a four-year university with an intended mqjor/career inter est in the social sciences, and express a desire to men tor younger students. Preference will be given to students who exhibit a financial need. ■ The John & Betty Crawford Scholarship—An endowment for the John & Betty Crawford Scholarship was established in 2017. The endowment will generate a $1,000 scholarship each year with preference will be given to a student with lim ited financial resources and who is interested in pursu ing a community college or university degree in basic science and who plans to enter the medical field. This scholarship is only available to Perquimans County High School seniors and will be awarded for the first time in 2018. ■ Thelma A. Finch- Copeland Scholarship — Perquimans High School alumni Johnnie L. Finch, Jr., Esquire honors his mother, Thelma A. Finch-Copeland, with a $1,000 scholarship to a deserving PCHS senior who plans to mqjor in early childhood education. The application must be a male with at least a 3.0 GPA ■ Esther Winslow Markham Scholarship — This $500 scholarship is named for a 1945 graduate of Perquimans County High School and is sponsored by Doug Markham. This award will be given to one graduat ing senior with preference to a student attending (1) UNC-CH, (2) Guilford Col lege, (3) Duke University or (4) student intending a career in nursing. ■ Waldo Winslow Scholarship — This $500 scholarship is named for a 1962 graduate of Perqui mans County High School and is sponsored by Doug Markham. This award will be given to one graduat ing senior attending NCSU, preferably the College of Agriculture and Life Sci ences. ■ Perquimans County Rescue Squad — This $500 scholarship is available to any graduating senior from Perquimans County High School that will further his/he career in the medi cal field. Student must have a “C” average throughout their high school tenure. The applicant must be ac cepted to a 2-year or 4-year college or university and be willing to complete a 48- hour Ride Along Program with the rescue squad. In the case of the S- Bridge, the impact is that it is in itself a historical site and removing it will have a historical impact. McInnis said the MOA and the other agreement could be finished any day. “Honestly I was expect ing it any day before I left for Thanksgiving vacation. The Coast Guard legal peo- ple were looking at it.” One thing that is clear, McInnis won’t be heading the Hertford project for much longer. He has an nounced he is retiring from DOT. The official last day will be Dec. 12. He’s been with the state transportation agency for 26 and half years. Once the project has been awarded, the respon sibility for the project will rest with DOT’s Design- Build Division. In order to speed up the project and reduce the amount of time traffic is down between Winfall and Hertford, DOT opted to go with the design-build meth od. Under design-build, the contractors will submit the estimated cost to build the project along with projec tions for how long it will take. Because DOT and county and town officials are concerned about de lays, a bidder may be select ed even if they bid a higher dollar amount if they can show how they can com plete the project faster. Under original estimates, the closure between Hert ford and Winfall could be two to three years.
