The first of those, House Bill 90 — approved by the N.C. House K-12 Education Committee on Tuesday — would allow districts to fully reopen under “Plan A” in Carteret, Haywood, Randolph, and Yancey County schools. A local bill can affect up to 14 counties. On Thursday, March 4, the N.C. State Board of Ed ucation passed a resolution calling on all public school districts to give parents the option of in-person learning by the end of March. The resolution also in cluded the endorsement of new guidance from the N.C. Department of Health and Human Services that al lows K-5 schools to operate under “Plan A” — requiring minimal social distancing — while middle and high schools operate under “Plan B” — requiring six feet of social distancing. ARHS to Host Clinics FROM STAFF REPORTS Albemarle Regional Health Services will hold first- and second-dose COVID-19 vaccine clinics across the region this week. First- and second-dose clinics will be held on Thurs day at Bertie County High School, 715 U.S. Highway 13 North, Windsor; the Ameri can Legion, 1317 W. Queen St, Edenton; the Gates Coun ty Health Department, 29 Medical Center Road, Gates; and Elizabeth City Avia tion Commerce Park, 1049 Consolidated Road, Eliza beth City. All clinics but the Elizabeth City one are from 9 am. to 11:30 am. or when supplies end. The Elizabeth City clinic will be those same morning hours, plus from 1 p.m. to 4 p.m. Second doses will be administered to those who received their first dose of the vaccine on or before Feb. 12, ARHS said. First- and second-dose clinics will also be held on Friday at Bertie High School and the Elizabeth City Avia tion Commerce Park. Hours at the high school are 9 am. to 11:30 am. or when sup plies end. Hours at the avia tion park will be those same morning hours, plus from 1 p.m. to 4 p.m. Second doses will be administered to those who received their first dose of the vaccine on or before Feb. 13, ARHS said. ARHS continued to insist that only persons living in the eight counties and who are members of Groups 1,2 or 3 attend the first-dose clinics. Annis Norfleet Murphy HERTFORD - Annis Norfleet Murphy, 82, of the Snug Harbor community of Hertford, died Sun day, February 28, 2021 in Elizabeth City Health and Rehabilitation. Mrs. Murphy was bom in Bertie County on March 4, 1938, and was the daughter of the late Leslie Graham Nor fleet and Annie Vick Norfleet. A graduate of Norview High School, she furthered her ed ucation at Longwood University and then on to Old Dominion Uni versity where she graduated with a Master’s De gree in Marine Biology. A retired teacher, she had taught with Virginia Beach public schools at both John B. Dey Elementary and Birdneck Elementary for a combined total of 31 years. Having a heart and desire to help and serve oth ers, she had been active in the community in vari ous capacities through the years. Among her many eryoyments included service and membership in Hertford United Methodist Church, Snug Harbor Property Owner’s Association, and the Daughters of the American Revolution. An avid golfer, she also enjoyed playing with friends at the Links at Mulberry Hill. Surviving are her husband of 61 years, John Wor rall Murphy, Jr.; her son, John W. Murphy, HI of Clearwater, FL; her daughter, Leslie Norfleet Mur phy Walker (husband, Ian) of Charleston, SC; three grandchildren, Andrew, Brittnee, and Patrick, and a great-granddaughter, Hayden. A memorial service will be held at a later date. PCSO Arrests Hertford Man on Drug Charges FROM STAFF REPORTS Perquimans County Sher iffs Office arrested a Hert ford man on drug charges Tuesday morning. Keane Malique Liverman, 20, of Hertford was charged with multiple warrants stemming from the execu tion of the search warrant at 113 Third Ave, Hertford. Drugs and a firearm were confiscated during the ar rest. Keane Liverman was placed under a $40,000 se cured bond and taken to Al bemarle District Jail. Catherine Goodwin Winslow BELVIDERE - Catherine Goodwin Winslow died peacefully at her home March 1, 2021 in the loving care of her family, just a few hours before her 88th birthday, following a short battle with cancer. A long-time resident of Belvidere, she was the daughter of the late Minnie Rogerson Goodwin and Thomas Jefferson Goodwin, and the widow of L. Clinton Winslow, Jr, with whom she enjoyed fif ty-nine years of marriage. Born in the Bear Swamp/Ballahack community of Perquimans County in 1933, she grew up on the various farms her father tended in that area. Before graduating with honors from Perquimans County High School, Mrs. Winslow had her first off-the- farm job as a clerk in Roses Department Store in Hertford. Though unable to pursue her goal of at tending nursing school, that dream was partially realized when she was invited to work in the office of Dr. T.P Brinn in 1951. Except for four years following the birth of her second child, she worked for Dr. Brinn until his of fice closed in the early 1970s. She then moved to the office of Dr. L. Everett Sawyer in Elizabeth City. While working for Dr. Sawyer, she continued her education at the College of the Albemarle, and was in the first class from that school to be certified by the American Association of Medical Assistants. In 1980, Mrs. Winslow returned to work in Hert ford as the administrative secretary for the Perqui mans County Cooperative Extension Service, from which she retired in 1998. After her retirement, she worked part-time as secretary for Up River Friends Meeting, producing weekly bulletins and monthly newsletters up until January of 2021. Even while working away from home, Mrs. Winslow was a dedicated homemaker, making clothes for herself and her children, tending large gardens of vegetables with her husband, and can ning and freezing prodigious amounts of food to provide for her family. No home improvement job was too large for her to tackle, from exterior paint ing and refinishing antiques to upholstering furni ture and making drapes and window treatments. Mrs. Winslow grew up a member of Anderson United Methodist Church. Shortly after her mar riage in 1955 she joined Up River Friends Meeting, where her husband’s family had belonged since its founding. As a convinced Friend, she would often state that although she had been raised a Method ist, she had been a Quaker much longer, and she took the testimonies of Friends very seriously to heart. Her faith was truly a defining factor of her life, and was lived out through her relationships with others, and in the activities to which she chose to dedicate her time. At Up River she sang in the adult choir, taught Sunday School, and served at various times as clerk of the Meeting on Ministry and Counsel, and recording clerk of the monthly meeting, and kept meticulous membership records. She was a found ing member of the Elizabeth White Circle of the United Society of Friends Women, which she had served as president and treasurer. In addition to her local meeting, Mrs. Winslow was active in Eastern Quarterly Meeting and North Carolina Yearly Meeting of Friends, and main tained ties to the broader community of Quakers. Outside of the meeting, Mrs. Winslow was an ac tive member of the American Association of Medi cal Assistants, and the North Carolina Cooperative Extension Secretaries Association. She supported and participated with her husband in his work with both the Perquimans County Farm Bureau and the Parksville Ruritan Club. While Mrs. Winslow was dedicated to her work and her meeting, her love for her family was evi dent in everything she did. She and her husband worked together as full partners during their long marriage, and she cared lovingly for him through his difficult final years, as she had done for her par ents many years before. It was her joy to support her children, attending every program and concert during their school years, and continuing as her son’s most faithful fan through his years directing school plays, concerts, and the Albemarle Chorale. She continued this with her grandchildren and great-grandchildren, travelling as far as Rock Hill and Greenville, South Carolina; Apex, North Car olina; and Fredricksburg, Virginia to be in the au dience for plays and sporting events. As the Covid 19 pandemic curtailed travel, it was her constant wish to be with her family, and she had looked for ward to the time she would once again be able to see them. Mrs. Winslow is survived by a daughter, Beth (Anna Elizabeth) Winslow Sanders, and son-in-law Stephen O. Sanders of Rock Hill, South Carolina; a son, Lynwood C. Winslow HI of Belvidere; a grand son, Adam O. Sanders and wife Dana of Apex; a granddaughter, Rachel E. Sanders of Durham; great-grandson Luke Sanders and great-grand daughter Kacie Sanders. She is also survived by her sister-in-law (truly her sister at heart) LaClaire W. Anderson, of Elizabeth City, and many beloved nieces, nephews, and cousins. She was predeceased by her husband and par ents, two infant sisters, and three half-brothers, Richard, Haywood, and Howard Goodwin. The family extends their appreciation to all those who have expressed their love and support throughout Mrs. Winslow’s illness and since her death. They are most grateful to the staff of Albe marle Hospital and Albemarle Hospice. Services were held at Up River Friends Meeting, 523 Up River Road, Belvidere, N.C. at 11:00 am, Sat urday, March 6. Burial followed in Up River Cem etery.
