Blackwell, executive direc tor of the Southern Rural Action, Inc. Blackwell’s organization in Atlanta has been cited by two U.S. Presidents for its efforts in creating a better life for the rural poor in the deep South. Since 1966, the organiza tion has helped to create 19 black-owned businesses and jobs for 2,000 minority persons. Following Blackwell’s address, the association’s highest awards were pre sented to Mrs. Jones, a resident of Columbia, Md., and a specialist in guidance for the Maryland State Department of Education, and Mrs. Elizabeth Kim- ber, a health planning official for the Federation of Community Planning in Cleveland, Ohio.
