$10 Million Contracts Awarded To Minority Firms
RALEIGH -Federal gov
ernment contracts totaling
some $10.3 million were
awarded to two small,
minority-owned firms in
North Carolina.
The contracts were
announced at a news
conference at the Govern
or’s Office by Dr. Larnie G.
Horton, Special Assistant
for Minority Affairs to
Governor Jim Holshouser.
On hand for the
contract-signing was Wiley
S. Messick of Atlanta, U.S.
Small Business Adminis
tration Regional Director,
who said a $10 million
contract awarded to the
Fuller Oil Company of
Fayetteville “is the largest
minority business contract
ever awarded in this region
by the SBA.”
The (Southeastern) Re
gion IV includes the states
of Alabama, Florida, Geor
gia, Kentucky, Mississippi,
North Carolina, South
Carolina and Tennessee.
Also awarded today was
a $300,000 contract to

They must have a tax liability of at
least two dollars for both to con
tribute.
Q. I have a refund coming. How
k>ng must I wait for It?
A. Normally there is a three to
five week wait for refunds. How
ever, if you file your tax return
near April 15, your refund may be
delayed because of the large vol
ume of tax returns the IRS re
ceives then.
If you should move after filing
your tax return and you expect a
refund, notify the Post Office serv
ing your old address so the check
can be forwarded to you. The Post
al Service will usually forward a
government check if you have filed
a change of address with them.
Q. If I check the box on my tax
return tor the Presidential Elec
tion Campaign Fund, who will get
the money? Also, will this affect my
refund or tax payments?
A. Money from the Presidential
Election Campaign Fund check off
is distributed to eligible Presiden
tial candidates. Designating mon
ey to the Fund will neither in
crease the amount of tax due nor
decrease any refund.
The 1975 tax return is the last
chance to contribute money for
use in the 1976 Presidential
election.
All taxpayers, except non-resi
dent aliens, may contribute if they
have $1 or more in tax. On joint re
turns, husbands and wives may
Q. When I completed my tax re
turn, I discovered that I still owed
additional tax. Must I pay this by
April 15?
A. If you compute your own tax,
payment on any balance due
should accompany your return. If
you have the IRS compute your
tax for you, they will send you a bill
if tax is due. The bill should be
paid within 30 days.
Interest will be charged on taxes
not paid by the due date, even if
you are granted an extension of
time for filing.
Checks and money orders
should be made payable to In
ternal Revenue Service, and
should include your Social Secur
ity number.

Horton pointed out that
his office has, for the past
three years, devoted spec
ial attention to developing
programs and resources for
minority economic dev
elopment.
“We have assisted in
sponsoring minority trade
fairs and economic develop
ment conferences,” he
said. “We have assisted
individual minority busi
ness persons with identify
ing procurement opportun
ities.
“Our most notable ach
ievement is the establish
ment of the Office of
Minority Business Enter
prise with a staff of seven
and a $130,000 annual
budget.”

My father was a veteran and we were told that he was
'entitled to a headstone at no charge. We ordered one
from the V.A. but now we find that we have to put it on
something and that costs us money. How come? I
thought it was free?

DEAR LARRY:
The Veteran Administration supplies either a
headstone or a marker for the Veteran at the time of
death. The headstone is of American White Marble and
is used in tombstone cemeteries. There are two kinds of
flat markers...one is American white marble or light
gray granite, and the other is a bronze marker.
Most commercial cemeteries require that a flat
marker be used, and will require that they be installed
on a base of some kind. That is why they are obviously
charging you for. Even though the government sends
the marker at no charge there is a charge for the base
and installation.
It’s unfortunate that you were not informed of this
charge ahead of time. Most cemeteries and funeral
directors make it a point to explain this charge so you
can plan accordingly.
DEAR MR. WOLFE:
A headstone that we bought for my mother and
father is all broken where tractors or something has run
over it and broke it to pieces. It cost a lot of money and
we can't afford to buy another one. What can I do?

DEAR SARAH M:
If the damage was done by the cemetery they of
course are responsible.
If the cemetery is a perpetually cared for cemetery
there will be monies in a “care fund” for repair or
replacement. From the way you describe the
headstone, it must be a flat one. These can be installed
in such a way to withstand a nominal amount of traffic.
It is not usual for tractors to go over them excessively.
check with the cemetery and if they don’t do
something about it, then I suggest you check with a
lawyer. I’m sure he can be of assistance.
