board ol trustees here last week.
Tuition lor out-of-state stu
dents at A&T State University
will increase next fall from the
present level ol $750 to $950,
according to a resolution adopt
ed by the Board.
The $200 boost was authoriz
ed by the last session ol the
General Assembly.
The authorized increase lor
students whose legal residence
is in North Carolina was $50,
and this too was approved by
the trustees. The current in
state rate ol $201 will thus be
increased to $251.
Dr. L. C. Dowdy, president
ol A&T, reported to the board
that the university will employ
a lull-time community relations
specialist next July.
He will report directly to the
president and represent the uni
versity in affairs that relate to
the community at large in el
forts to eliminate gaps ol mis
understanding between town and
gown, said Dowdy.
The specialist will also aervv
as an adviser to students whose
interests and activities may in-,
volve the city.
Dowdy said the community
relations program of the uni
versity would be extended vig
orously with expectation of
making resources of the uni
versity well known In Greens
boro.
The first year's program will
be financed with $22,682 made
available through the State
Board of Higher Education from
the federal government.
Dowdy also announced that
the University will receive funds
from the Board of Htgtwr Edu
cation to add an assistant to
the president. He named three
administrative officer*.
Jonah Smith was appointed
bursar, James Garfield, director
of auxiliary services; and Ed
ward Billups, chief accountant.

formed recently that her appli
cation for licensure as a prac
ticing psychologist has been ap
proved by the North Carolina
State Board of Examiners of
Practicing Psychologists.
Mrs. Liston is the only Black
woman approved to be a practic

North Carolina.
The licensure for the practice
ol Psychology requires the Ph.D.
degree and an oral examination.
However, under a grandfather
clause ending July 1, I960, Mrs.
Listen qualified for the licen
sure. Her continuing endeavors
in graduate study far above the
master's degree level, her qual
ifications, services, and abilities
and her recommendations and
merit allowed the oral exami
nation and Ph.D. degree to be
waived.
During the years Mrs. Listen
has received numerous honors
and distinctions. She is the au
thor of a booklet, "How to
Study and Learn," that has been
used widely in senior high
schools, at this university, at
Hampton Institute, at North
Carolina Central University,
Palmer Institute, at Morris Col
lege, and other institutions. She
is listed in Who's Who Among
American Women, 1966-1967,
1967-1968; Who's Who of Ameri-'
can World Notables 1970-1971;
Who's Who in the South, South
west and Mexico 1969-1970,
Royal Blue Book of England,
1969; Dictionary of Internation
al Biography, London England
1968; and Certified Adviser.
She was a member of the Mar
quis and the Biographical Li
brary Society, 1969. She was al
so elected to the National Social
Register, New York, 1967 and
the National Register of Prom
inent Americans, 1968.
Mrs. Liston belongs to a num
ber of professional organizations.
She is the mother of two daugh
ters. The youngest, a high school
senior, is a National Merit
Scholarship winner and is pro
filed in Who's Who Among High
School Seniors for 1970.
