'I'his edifice of social legislation is still unfjri " ished. Construction will be con tinued, 1 am confident, throtigh the decade ahead. However, the progress made since the "corner stone" laying fifteen years ago is impressive. With the enactment of the amended law this summer we can begin io see social secur ity in perspective: - Its size and solidity, and practicability in de sign ar<^ assurance to all. This js an enduring fortress for protec tion on the home-front ? a de fense against the economic ene my, want, that so often ambushes the aging worker and invades the survivors' home. Right here, however, is the time and place to say that Fed eral old-age and survivors in surance under social security is not a refuge 1 or the thriftless or a haven for the indolent. More over, Federal old-age and s'urviv ors insurance is just what the ti tle implies. It is insurance, hot charity. It is a means whereby the worker, in his years of pro ductivity, contributes through his earnings toward a measure of protection for himself and his family in his old age. and for his family if he should die.
